Kenneth Roth, "Correcting a deadly practice": The way a government or armed group responds to a Human Rights Watch report says a lot about its willingness to curb abuses. Does it grapple seriously with the findings or simply dismiss them? Human Rights Watch encountered a bit of each when we recently released reports on why civilians died during Israel's 2006 war with Hezbollah. Our report on Hezbollah's rocket attacks on northern Israel addressed Hezbollah's two asserted justifications: that it was aiming only at military targets and, somewhat contradictorily, that insofar as it targeted civilians, it was in reprisal for Israeli misconduct. Human Rights Watch's detailed investigation in northern Israel demonstrated that while at times Hezbollah did aim at military targets, frequently it aimed at civilian areas with no military target in sight. The report also emphasized the laws-of-war prohibition of attacks against civilians for any reason, even as ostensible reprisal.

China: Foreign Minister Tzipi Livni left on an official visit to China Sunday, in an attempt to convince the Chinese government to support the broadening of the international community's sanctions on Iran. "This is the time to impose dramatic sanction on Iran. Any hesitation on the international community's part would be interpreted as a sign of weakness, by Iran and by its neighbors," Livni told Ynet. [Sehr löblich von ihr "Iran is a regional threat,..." mich inhaltlich zu bestätigen was die eigentliche Stoßrichtung der Geopolitik angeht. Man darf diesen Besuch gerne als Waffenstillstandsangebot in Sachen Konkurrenz um Einfluß in der Kaspischen Zone sehen. Meßbare Erfolge wären hier ein deal zur Abwertung des yuan in Verbindung mit Stabilisierung der Ölpreise. Die chinesischen Exportpresie werden [auch] als Antwort auf die gestiegenen Rohstoffpreise künstlich niedrig gehalten. Ich zitierte ja auch bereits die dramatisch gestiegenen chinesischen Einfuhren nach Israel, wobei bezweifelt werden darf das Livni mental bewußt ihrer Mediatoren-Rolle ist. Leider bekommt man fast nie mit welche Delgation sie begleitet. Ihre Abwesenheit ist sicherlich auch ein wichtiger Moment für die Zwischenzeit bis zum angekündigten Rice-Besuch ab dem 05.11., wobei ich davon ausgehe das dieser verschoben wird. Gestern mußte eine amerikanische Delegation aus Aussenpolitik und Militär erfolglos aus Istambul abreisen und am 05.11. ist türkischer Staatsbesuch in Washington angesagt. Rice wird wohl dort gebraucht.]

As the high school teachers' strike entered its 16th day Sunday morning, Prime Minister Ehud Olmert told the cabinet that he did not intend to acquiesce to the demands of the Secondary School Teachers Organization. Olmert said he would not cancel reforms agreed on by the Education and Finance Ministries, as well as the teachers.

Strategic Affairs Minister Avigdor Lieberman and his party Israel Beiteinu announced Saturday night that they would only support a final-status agreement if it included the transfer of Israeli Arabs to Palestinian territories. Lieberman also stipulates the deployment of NATO forces in the Palestinian areas in order to ensure Israel's safety in the case of a surge of violence. + Editorial by Joni Goldstein: "Montreal Jews aren't going anywhere, Mr. Lieberman" [Komischerweise hörte ich jetzt nichts mehr von einem angeblichen Aufenthalt Liebermans in Berlin.]

Es ist dabei sehr vorstellbar das ein Gebäude so lange rumsteht ohne entsprechenden Nutzen und deren Beweise zu produzieren. Erst mit den "on the ground"-Photos wird klar ob die amerikanische Regierung mit den Israelis hier eine gigantische Lebenslüge pflegen, also KEIN Reaktor angegriffen wurde und nur ein erneuter Verzweiflungsakt im militärischen Berich Angst verbreiten sollte [man erinnere sich an Kriegsziele 2006, wie die totale Vernichtung der Hezbollah, oder die Blockadepolitik gegen die Hamas.], oder EIN Reaktor angegriffen wurde und dem syrischen Regime bewußt oder aus falscher Einschätzung heraus eine mögliche nukleare Bewaffnung erlaubte. Wir werden noch viel Spaß mit der Angelegenheit haben.

Author Amos Oz, who was recently invited to meet with Prime Minister Ehud Olmert, says he does not trust the country's current political leadership and that it does not have the courage to reach an agreement with the Palestinians. Oz refused to comment directly on his meeting with Olmert, which was brokered by MK Haim Oron of Meretz, but he praised the prime minister for publicly advocating a two-state solution to the Israeli-Palestinian conflict. The decision was in the context of the PA government's efforts to reconstruct and reform the Fatah-controlled security forces, the officials explained. But the move, which will leave about 30,000 policemen unemployed, has drawn sharp criticism from some Fatah leaders and security officials, who warned over the weekend that it would trigger a "revolt" against the PA leadership and destabilize security in the West Bank.
