Gestenpolitik

*** Annapolis-Komplex: Zur Stunde findet das "letzte" Treffen vor dem meeting in Annapolis das immer noch auf den 26. und 27. terminiert wird zwischen Israels PM Ehud Olmert und dem ramallahnischen Präsidenten Mahmoud Abbas in Jerusalem statt. Zuvor hatte das Kabinett mit den Gegenstimmen der Shas und Israel Beiteinu eine Liste von 441 bis nächste Woche frei zu lassenden palästinensischen Gefangenen abgesegnet. Die ramallahnsiche Seite hatte mit vermeldeter Unterstützung der US-Administration die Freilassung von 2000 Gefangenen gefordert. [Some 9,800 Palestinian security prisoners are incarcerated in Israeli prisons and the Prisons Service is expecting that their number will grow by nearly 800 to 10,580. Of the current prisoners, about 470 are residents of Israel, including East Jerusalem, and 81 are foreigners. The vast majority, 8,469, are residents of the West Bank, and 762 are from the Gaza Strip. The data, provided to the defense establishment in anticipation of a possible prisoner release in exchange for Hamas-held Israel Defense Forces soldier Gilad Shalit, or as part of a goodwill gesture for Palestinian Authority Chairman Mahmoud Abbas, also offered a breakdown according to militant affiliation. Accordingly, Fatah leads with at least 4,800 prisoners from its ranks, with Hamas second at 2,546. There are 1,370 prisoners affiliated with Islamic Jihad, while 460 are from the Popular Front for the Liberation of Palestine and 120 from the smaller Democratic Front. The remainder are members of smaller groups or were part of an independent activity.] Eher unglücklich landet die zweite Geste des Morgens durch die Israelis. Erstens handelt es sich nicht um einen Kabinettsbeschluß, sondern nur um eine Absichtserklärung des Premiers, zweitens wird die Angelegenheit fälschlicherweise [auch hier im Radio] als "freeze of settlements" verkauf: "The road map explicitly obligates Israel not to build new settlements or communities in Judea and Samaria or to expropriate land. We must fulfill these obligations." und "It is impossible to repeat that the road map is a strategic asset for Israel and at the same time to ignore our obligations," he added. "Let us admit to ourselves: We committed not to built new settlements - we won't build new settlements. We promised not to expropriate land - we won't expropriate. We promised to raze illegal outposts - so certainly, we will raze them." Eine derartige Wiederholung von Formal-trash bedeutet nur das Olmert keinerlei tragfähige Mehrheit für das was er ankündigt zu Stande bekommen hat. Man stelle sich vor, es gäbe die "historische Bedeutung" von Annapolis wirklich. Das Verhalten der Olmert-Regierung wäre so wie wenn die BRD seinerzeit bei der Maueröffnung aufgrund fehlender Getzeslage die Ostler nicht ins Land gelassen hätte. Ein Beispiel für alle was ein illegaler outpost möglicherweise ist: Bruchin: The settlers received approval from the Housing Ministry to build 40 permanent houses, and their occupants moved in 2 1/2 years ago, well after the road map was unveiled. Their newly empty trailers became available for new arrivals, and by December, these too were filled, bringing Bruchin's population to 380. The army may call Bruchin illegal, but in her government-commissioned report on the outposts two years ago, attorney Talia Sasson said the Housing Ministry spent $785,000 on Bruchin's infrastructure and public buildings. ... Under the 2003 "road map" peace plan, Israel agreed to remove dozens of outposts built since March 2001, but that deal that does not include Bruchin, since it was started two years earlier. Israel also agreed to freeze settlement growth, which should have ended all expansion at Bruchin. Israel did not follow through on either of those commitments. ... As prime minister, Ehud Olmert started out with what looked like a campaign to tear down the unauthorized settlements, and was elected on a platform calling for the country to abandon much of the West Bank and all but the largest settlement blocs. Political troubles following last summer's war in Lebanon have forced Olmert to put his plan on hold, but the settlers of Bruchin say they felt the change. The army office in charge of the West Bank has issued orders to stop construction at the outpost and to demolish what has already been built, spokesman Capt. Zidki Maman said without providing details. It has also prevented Bruchin from upgrading its electricity hookup, which the settlers complain is too small for its growing population. Insofern sind auch solche Versuche politisch absolut folgenlos: Prime minister to meet Egyptian president for last-minute prep session before Annapolis peace conference. Mubarak expected to use his pull on Syria, Saudi Arabia to convince them to attend Washington meet. Im weiteren Bereich des Artikels findet man die geplante Story des Photo-Shootings. Olmert hierzu: "The Annapolis summit is not intended for negotiations but for a support meeting to put the process into motion," Olmert told ministers. "I do not recommend that anyone overstate its importance and create exaggerated expectations but one certainly cannot understate the importance of the fact that the U.S. President and, with him, the leaders of the most important countries in the world, are convening a meeting of such broad international stature in order to support the direct negotiations between us and the Palestinians," he said. Das ist nun wirklich albern. Kritische Stimmen aller Orten haben die Substanzlosigkeit der REDE des US-Präsidenten von Beginn an deutlich gemacht und klar aufgezeigt was geschehen müßte um das Treffen zu einem Erfolg werden zu lassen. Jedoch hat kein anderer als Olmert am 17.Juli über seine Sprecherin Miri Eisin seinen Unwillen demonstriert über "key issues" zu reden. Vier Monate später hat er diese Strategie beibehalten. Es sind nicht "wir" die das Treffen overstaten können, sondern es ist Olmert allein, der durch seine Ablehnung das Scheitern der Annapolis-Konferenz zu verantworten hat.

*** Syria: Prime Minister Ehud Olmert and Defense Minister Ehud Barak are not losing sight of the importance of the Syrian track in regional negotiations, and have stressed, on separate occasions, the significance of Damascus participating in the Annapolis summit. During a recent visit to the United States, Barak urged American officials to find ways to extricate Syria from the current isolation imposed on it by the administration of U.S. President George W. Bush. He was quoted as saying that "there is room for reexamining the Syrian track," and he mentioned the significance of Syrian participation in Annapolis. Interessant nicht? Mit den Palästinensern DARF man nicht verhandlen, aber mit den Syrern SOLL man verhandeln.

*** Westbank: Neben zwölf Verhaftungen aus der Gegend um Bethlehem wird von der Hamas versucht eine staatsmänische Strategie gegen die Annapolis-Konferenz zu installieren: The acting speaker of the Palestinian Legislative Council (PLC), Ahmad Bahar, called on Fatah-affiliated lawmakers on Monday to attend a PLC session scheduled for Wednesday. Legislators in Hamas' "Change and Reform" bloc convened the PLC on November 7th for the first time since internecine fighting forced the chamber to close in June. Fatah's PLC members boycotted that meeting, calling it illegal. also einerseits die Darstellung der Fatah als Willkürhaufen und andererseits: Ahmad Yousef, political advisor to deposed Prime Minister Ismail Haniyeh said that the Hamas-led government in the Gaza Strip would seek understanding and dialogue with Western powers, including the United States. "Since the beginning, Hamas' manifesto has been flexible and moderate, and its perspective of the West has called for … understanding and avoidance of conflict and confrontation," Yousef said in a statement released by the cabinet of the Gaza Strip's de facto government. "We have welcomed Western calls for encouraging democracy and protecting human rights … We called for avoiding estimation of the West as an enemy and for basing our judgments upon their policies rather than making generalizations." [Beinahe so verzückend ist die Nachricht, das die hochgelahrten IDF-Strategen ihre Armee zur Sozialisierungseinrichtung für israelische Kriminelle umgebaut haben.] Sozialisierende IDF und demokratiefreundliche Hamas... beinahe hätten sie einen eigenen Staat gegründet: IDFmastan.

Sprüche des Tages. Barak on Annapolis: "One hand toward peace, the other on the trigger" Da ich Linkshänder bin Frage ich mich schon was dieses statement zu bedeuten hat. Meine rechte Hand zum Beispiel ist fürs Kopfkratzen ausgebildet, der Rest wird von der Linken übernommen. Hätte ich also Frieden in der Linken würds wohl was werden, aber Schiessen könnte ich mit der Rechten allerhöchstens Luftlöcher... Barak, sorry, your statement is stupid.
