Clashes, Massenverhaftungen, Diebstahl, ...

In Ramallah unternimmt die Hamas den zweiten Versuch eine durch ihre Fraktion einberufene Sondersitzung des palästinensischen Parlaments durchzuführen, wozu eine mindesstärke von 71 Abgeordneten notwendig wäre. Der erste Versuch war im August an technischen Schwierigkeiten gescheitert. Die von Israel inhaftierten Parlamentarier lassen sich durch Vollmachtsträger vertreten. Hamas-PLC-Mitglieder die in Gaza stationiert sind und Westbankler die ihre Verhaftung fürchten sollen per Telefonkonferenz zusammen geschaltet werden. Da den Hamas-Mitgliedern der Zugang zum Parlamentsgebäude durch Fatahisten verwehrt wird ist wohl auch dieser Versuch erfolglos. Erste Reaktionen der Fatah zeigen das der Hamas ein Überraschungscoup gelungen ist und man mit der offensiven [politischen] Aktion nicht gerechnet hat.

Derweil kracht es an den Fronten gewaltig, nachdem sich die politischen Abordnungen Blair/Rice verflüssigt haben. Marodierende IDF-Milizionäre holen ihren "Rückstand" der vergangenen Tage auf: Allein im Camp Balata bei Nablus werden zweitweilig bis zu 25 Palästinenser inhaftiert und einige Gebäude zerstört. In Jenin werden nach erfolgloser Suche der Marodierer nach einem Islamic-Jihad-Mitglied statt dessen sein Vater und sein Bruder verhaftet. Fatahistische Verbände verhaften westbankweit 17 Hamas-Mitglieder, darunter zwei al-Aqsa-TV-Reporter. Der neueste Bericht von Peace Now bestätigt die befürchtete Realität: Despite the government's pledge to freeze settlement expansion, Peace Now said that in the past year, dozens of new buildings had been erected inside existing settlements. They cited building projects underway in Beitar Illit, Ma'ale Adumim, Pisgat Ze'ev and other communities which would see hundreds of new apartments and houses constructed in the near future. According to the Peace Now report, there is continuing construction in 88 settlements and settlers are building permanent structures in 34 outposts. ... Peace Now's Director-General Yariv Oppenheimer told Army Radio that dozens of new buildings were being built in illegal outposts which authorities had stopped monitoring. "There is no connection between what is happening in political negotiations and what is happening on the ground. Settlements continue to grow, and more and more caravans are being added to illegal outposts. As far as settlers are concerned, there are no political negotiations, there is no Annapolis conference, there is no road map - there is only more and more construction work in settlements." In a response to the report, the Yesha council expressed pride in the data it provided. "This proves that settlement expansion is experiencing a momentum that has not stopped, despite terrorism, construction freezes and political pressure," sources in the council said. They added that they thanked Peace Now for its documentation of the endeavor. "We expect to have over 300 000 residents by the end of next year. May there be many more," the sources said. Dabei habe ich das hier [eine Woche lang] total übersehen: Peace Now and the Geneva Initiative announced on Wednesday the launching of a wide-scale campaign in the coming days aimed at encouraging Prime Minister Ehud Olmert to advance the negotiations with the Palestinian Authority and tackle the core issues of the conflict at the upcoming US-brokered peace conference in Annapolis.

Jeff Halper [Ichad] in der JPost, "Whose Road Map": As did his pronouncements last August in Jericho, where Prime Minister Ehud Olmert indicated a willingness to withdraw from an area equivalent to 100% of the occupied territories, his latest declarations to the Saban Forum, in the presence of Condoleezza Rice and Tony Blair, sounded promising, even stirring. "Annapolis is a landmark," he said, "on the path to negotiations and of the genuine effort to achieve the realization of the vision of two nations: the State of Israel - the nation of the Jewish people; and the Palestinian state - the nation of the Palestinian people." Moreover, he expressed the hope that the two-state solution would be achieved before US President George W. Bush's term ends in January 2009. The speech sounded sincere, even impassioned. Olmert gave the impression that he was willing to confront all the difficulties - including the necessity of Israel fulfilling its part of the road map bargain. He stated firmly and clearly that Israel had now "partners for peace" in the Palestinian leadership. All the bases appeared to have been covered; the commitment of the Israeli government to the road map and a two-state solution beyond doubt.

Auch aus der anderen Richtung steigt der Druck: As Israeli and Palestinian leaders pushed forward with their peace negotiations, right-wing Knesset members said Tuesday they would be mounting a renewed public campaign against the upcoming peace conference in the US this month, in an effort to reinvigorate public opposition to the government's moves. Zudem lancieren "interessierte Menschen" schon mal vorsorglich das Gerücht, Mahmoud Abbas würde im Falle eines Scheiterns von Annapolis umgehend zurücktreten. [According to Military Intelligence, Abbas' inner circle is cut off from the Fatah rank and file, and has difficulty exerting its authority over the various military wings of Fatah (the Al-Aqsa Martyrs' Brigades in the various West Bank cities) and its political activists. This lack of full control at the grass-roots level might make it difficult for the PA to fulfill its obligations as part of a diplomatic process.] Ebenda notiere ich glücklich Kritik an Livni: "Former senior IDF officers who took part in the Camp David talks say they are also concerned that over the lack of experience of Israeli representatives to the Annapolis talks, especially in the face of the years of experience the PA's negotiators have had in talks with Israel." Das die Syrer den Golan ins spiel bringen wollen ist nicht sehr neu.

An der Gazafront "entwickeln" sich die Dinge. Bei Ausschreitungen während des Begräbnisses eines Islamic-Jihad-Mitglieds wird ein weiteres Mitglied durch Hamas-Kräfte erschossen. Dies könnte eine neue Runde der Gewalt zwischen den beiden auslösen. In Dorf Wadi As-Salqa kommt es zumr zweiten IDF-Aktion innerhalb von 10 Tagen: "Alle Männer von 17 bis 45 raustreten und anpöbeln lassen" Bislang wird nicht von Gegenwehr berichtet. Aus mindestens zwei weiteren Dörfern werden von kleineren IDF-Truppenbewegungen mit leichter Gegenwehr berichtet. Der Islamic Jihad beschießt einen militärposten bei Al-Maghazi; die PFLP versucht mit einer Qassam die Stadt Sderot zu treffen.

Wer die Analyse von Raghida Dergham genau gelesen hat darf wohl vermuten wohin die Reise nach dieser Ankündigung geht: Iran has achieved a landmark, with 3,000 centrifuges fully working in its controversial uranium enrichment program, President Mahmoud Ahmadinejad announced Wednesday. [Haaretz] Ich seziere gleich diese Nachricht, aber zuvor muß ich gestehen, das dies unerheblich sein wird da die zur Schau gestellte Arroganz Teherans den Kriegszirkel so oder so befeuern wird. An [dem Versuch] baldmöglichst durch die Westfront ein verschärftes Sanktionsregime zu installieren wird die Existenz oder Nichtexistenz der Natanz-Anlage nichts mehr ändern. Die Nachricht selbst bedeutet herzlich wenig, wobei gemeinhin solchen lauthalsen Ankündigungen keine Taten folgten. Insofern darf man die heutige Darstellung ins Reich der Politfabel verweisen, bis eben jener El-Baradei-Bericht erscheint. Trotzdem befindet sich die Aussage auf dem realistsichen Szenario einer A-Bombe des Iran Ende 2009 von gestern. Der Zusammenhang: Für die Produktion von atomwaffenfähigem Material für EINE A-Bombe ["Abfallprodukt" des Leichtwasser-Reaktors, der allerdings noch nicht so recht laufen will.] benötigt der Iran angereichertes Uran das in einer Anlage mit mindestens 2700 in einem Kaskaden-System ineinander geschalteten Gaszentrifugen auf industriellem Niveau arbeitend produziert wird. Industrielles Niveau bedeutet eine hohe Auslastung der Anlage, die mindestens ein Jahr lang zu etwa 80% laufen muß um Material zu liefern das der Reaktor in atombombenfähiges Material in einem ebenso perfekt ablaufenden Prozeß produzieren muß. Nimmt man in Bezug das der Iran alle anderen Probleme [vornehmlich die Steurung der A-Bombe, die momentan noch eher in Südrussland als in Südisrael landet, oder ... in Mekka.] ebenso schnell in den Griff bekommt erhält man beim Start der Urananreicherung jetzt die A-Bombe Ende 2009. Da allerdings Ahmadinejad von seinem April-Versprecher zurück tritt [da man ihn damals beim Lügen erwischt hat, "industrielles Niveau"] und nur von "fully working" quatscht, was 5 Minuten Betrieb, oder 5 Stunden-Betrieb ebenso bedeuten kann wie 0,5 Sekunden soll die message wohl lauten: "Wir werden an der Anlage arbeiten bis sie funktioniert, aber das klappt wohl erst im Frühjahr". Rechnet man weitere Schwierigkeiten mit ein erhält man einen Wahrscheinlichkeits-Zeit-Korridor für eine iranische A-Bombe von Ende 2009 bis Ende 2011. Wie gesagt: Unerheblich. Tritt der Iran nicht von der Natanz-Anlage zurück gibt es auf alle Fälle Krieg.

Nächster Disengagement-Skandal: Dozens of Gaza evacuee families lost millions of shekels over the past year and a half in an apparent diamond investment scam, a Haaretz probe has revealed. The investors, who are primarily families that were evacuated from Gaza Strip settlements in the summer of 2005, put the monetary compensation they received into a deal run by businessman Eitan Sror. The deal, people were told, was diamond brokerage - purchasing diamonds at a low price and immediate resale at a much higher one.

Dann haben wir noch diese hier: Egypt and Jordan should no longer be defined as "dangerous countries" in the infiltration prevention law, several government ministries have decided recently. Sources in the ministries have told Haaretz that the law is due to be amended in the following weeks.

This is the question that’s been floating around foreign policy circles over the past few months. It is then followed by more specific questions: Why is Secretary of State Condoleezza Rice spending her remaining time in office banging her head against the Israeli-Palestinian problem? Why has she bothered to make eight trips to the region this year? What can possibly be accomplished when the Israeli government is weak and the Palestinian society is divided?
