E-1 Bloc

Die vor einer Woche erwähnten Umtriebe in den Randbezirken Jerusalems erreichen bedenkliches Niveau. Zuvor die einführende Einschätzung von Charles Levinson: This is bad news for those of you who oppose the expansion of settlements and favor a two-state solution. It is feared the police stations is the first step toward resuming work on 3,500 housing units on the plot of land known as E1, located east of Jerusalem in the settlement of Maale Adumim. Work was frozen on E1 three years ago in response to an international outcry and strong US opposition. The E1 bloc, those who oppose it say, would complete the Jewish encirclement of Arab East Jerusalem and mak a contiguous Palestinian state with East Jerusalem as it’s capital impossible. Israeli rights lawyer Danny Seidemann said last year that building E1 would mean the "death of the two state solution." Nun der heutige update: The Israel Defense Forces recently issued an order expropriating over 1,100 dunams of land from four Arab villages located between East Jerusalem and the West Bank settlement of Ma'aleh Adumim. The land is slated to be used for a new Palestinian road that would connect East Jerusalem with Jericho. That in turn would "free up" the E-1 area between Jerusalem and Ma'aleh Adumim - through which the current Jerusalem-Jericho road runs - for a long-planned Jewish development consisting of 3,500 apartments and an industrial park. ... The land is being confiscated from the villages of Abu Dis, Arab al-Sawahra, Nebi Musa and Talhin Alhamar. The expropriation order was signed on September 24. The new road will run along a route originally planned by the Ma'aleh Adumim municipality in 2005. According to that plan, the route was meant to ensure "transportational contiguity among Palestinian population centers." The plan also noted that the proposed housing development in E-1 would create an uninterrupted urban expanse between Jerusalem and Ma'aleh Adumim. Such an expanse would effectively sever the territorial contiguity between the northern and southern West Bank. ... Vice Premier Haim Ramon, the minister in charge of the "seam" region that runs along the border between Israel and the West Bank, told Haaretz that he was not consulted about the expropriation order and knows nothing about it. The Defense Ministry said that the land was expropriated to pave the road and "has nothing to do with the E-1 issue."

Derweil wird die Generaldebatte um die Zukunft Jerusalems weiter geführt: Any solution to the Israeli-Palestinian conflict will require the establishment of a Palestinian state with its capital in all of east Jerusalem, Palestinian Authority Minister for Jerusalem Affairs Adnan Husseini told The Jerusalem Post Monday.

Ehud Olmert, der soeben bei seiner Lieblingsbeschäftigung anzutreffen ist [Verhör in der Bank-Leumi-Affaire - bei ihm zu Hause, nicht wie es sich gehört in einer dunklen Zelle und auf Schlafentzug verzichtet man auch.] hatte zuvor Besuch von Ali Babacan, dem türkischen Aussenminister. Da es sich um ein "behind closed doors"-Treffen handelte sind nur bewußt gestreute Halbwahrheiten zu lesen. Es zeichnet sich ab das die türkische Regierung sich strategisch bedingt [Kurdistan-Krise] gegen die Öffnung einer zweiten Front im Süden durch einen Israelisch-Syrischen Krieg positioniert hat. wichtig erscheint die Person Babacans näher zu betrachten: Jungstar der türkischen Poltik, Wirtschaftsfachmann, ehemaliger Chefunterhändler in Sachen EU-Beitritt. Seine Stärke als bisheriger Wirtschaftsminister, der im sehr starken Einklang mit dem IMF vorzügliche Wirtschaftsdaten vorlegen konnte und damit der Theorie entgegentrat das "Islamisten ein Land nur ruinieren können"; seine Stärke ist heute seine Schwäche: Er hält sich gerne aus dem tagespolitischen Wahnsinn heraus. Als Wirtschaftsminister schafft dies ihm Freiräume, als Aussenminister ist er derzeit noch etwas überfordert. als Verfechter starker wirtschaftlicher bilateraler Beziehungen zu Syrien und Israel hat er das Problem der Gratseilwanderung bei seinem ersten Besuch in Damaskus und Jerusalem nicht gemeistert. Vor allem seine Forderung das man in Annapolis auch über die Golanhöhen [Friedensverhandlungen Syrien + Israel] verhandeln müsse, aber auch seine strikte Forderung nach Einbeziehung der Hamas in ein Lösungskonzept ist derzeit etwas für kleine Internetblogger wie mich, oder Politstrategen aber nichts für türkische Aussenminister, die US-Israelische Unterstützung für militärische Aktionen an der irakischen Grenze benötigen. Wie wenig wichtig man ihn nimmt zeigt das die Israelis seiner mehrfach vorgetragenen "Bitte" um Aufklärung bezüglich des Luftangriffs auf Syrien nicht nachkommen, wobei ich jede Wette halten das die Militärs in der Türkei bestens Bescheid wissen. Zudem kommen Versicherungen, die Türkei würden niemals einen Überflug israelischer Luftstreitkräfte erlauben albern daher. Die letzten hat man auch nicht abgeschossen. eine Erklärung in Sachen Iran fällt total aus, hingegen bittet er die israelische Regierung [!] in Washington gemeinsam mit Freund Bush gewissen Kreisen in Washington Einhalt zu gebieten, die den türkischen Genozid an den Armeniern anerkennen wollen. Da die Israelis auf gute wirtschaftliche Beziehungen zu den Türken angewisen sind verhalten sie sich in diesem Fall professionell: Herzlich, unverbindlich, nichtssagend. [Andererseits sollte man sich an die ersten stümperhaften Versuche von späteren Größen wie Joschka Fischer erinnern. Bezüglich des "verhinderten Terroranschlages von Tel Aviv" kommt eine neue Variante ins Spiel. Sehr seltsam ist das nach der Aushebung der Tel Aviver Wohnung und dem Fund von explosives die israelische Polizei verstärkt Erfolge gegen illegale Waffenschieber vorlegen kann und auch gestern large amounts of explosives during search in Sakhnin, Dir Hana [also in arbischen Ortschaften] konfisziert werden.

Und da schau her, das ist ja mal eine gute Nachricht die auf meine grundsätzliche Kritik zum Thema eingeht: Tourism Minister Yitzhak Aharonovich will meet his Palestinian counterpart, Khouloud Daibes [the sexiest technocrat on earth], this morning in Jerusalem. The meeting will be the first between Israeli and Palestinian tourism ministers in several years, and will be attended by senior officials from both ministers' offices. Topping the agenda will be proposals for joint efforts to promote tourism to Israel and the Palestinian Authority.

Halutz gets job at .... BMW

Die BMW-Niederlassung Israel hat den Ruf des Chefs vernommen. Vor 10 Tagen hatte BMW-CEO Norbert Reithofer eine "strategische Neuausrichtung" angekündigt, da seine Umsatzrendite von 10% auf 6% eingebrochen war. Nun schmückt sich die Quandt-Mafia die derzeit wegen ihres unstabilen Umgangs mit ihrer NS-Vergangenheit in den deutschen Schlagzeilen steht mit keinem geringeren als dem ehemaligen israelischen Armeechef Dan Halutz, dessen ökonomisches Talent er spätestens bei seinem [auch nicht bestraften] Auftritt als Insiderhändler bewiesen hat. [Halutz hatte kurz vor dem Libanon-Krieg sein komplettes Investment an der israelischen Börse umgemüntzt.] Die Quandts die derzeit versuchen ihr Image mit einer offensiveren Aufarbeitung der Vergangenheit wieder aufzupolieren haben mit Halutz ein excuisites Feigenblatt gewonnen nach dem die eher marginalen Aktivitäten der Quandt-Stiftung, zB mit Kleinsponsoring des Versöhnungsprozesses Israel-Palästinenser keine Wirkung zeigten. Ich finde ... Halutz paßt wie die Faust aufs Quandt-Auge.

Natürlich müssen heutzutage solche Blubber aus dem Economy-Sumpf auch geostrategisch bewertet werden. Innerhalb der letzten Tage strömten so eine Meldungen über den Ticker die interessant erscheinen: Simens-Nokia hat einen umfangreichen Deal mit Cellcom, dem israelischen top-Handynetzbetreiber bestätigt. Die Telekom veröffentlicht keinen Deal, aber die strategische Absicht als Investor verstärkt den israelischen Markt zu beleben. Dabei ist die Bedeutung Deutschlands für Israel in den letzten merkelschen Jahren des "Klappe zu - Hand auf"-Prinzips deutlich gewachen. Im Bereich des Imports [ex.diamonds] wurden letztes Jahr 7,3% mehr Waren nach Israel geliefert. Stand August 2007 +5.4%. [Während eines Krieges, wohlgemerk.] Hier liegt aber Deutschland im Taktgeber-Durchschnitt. Nur Exoten wie Billigexportland China haben maßgeblich höhere Zuwäche zu verzeichnen, während die US-Einfuhren nach Israel 2006 sanken. [2007 wendet sich das Blatt, die Amerikaner reagieren, jedoch hat Deutschland trotzt der Explosion "China" seinen Marktanteil 2006 stabilisert. 8.41% zu 8.24% und derzeit 7.50%. USA hingegen 14.90% auf 13.40% und derzeit 15.47%. Amerika schlägt zurück und einen hohen Anteil am dramatischen Zuwachs der Importe in Höhe von +16.55% derzeit. Noch zum Vergleich: Die Chinesen steigerten ihre Importe bislang 2007 um 47.5%.] Die jetzigen Aktivitäten ergeben die Analyse das aus der traditionell beständigen Wachstumsdynamik ein wenig mehr gekitzelt werden soll. Der Handelsplatz Israel wird nach 7 Jahren Konflikt durch verbesserte Handelsbeziehungen zu arabischen Staaten auch langfristig an Bedeutung gewinnen. Auch wenn andere Faktoren eine maßgeblichere Rolle spielen und wir einen Iran-Krieg nicht ausschließen können darf man für 2008 ein zweistelliges Wachstum prognostizieren: +12.8%, meine Wette.

Größer ist die Bedeutung Deutschlands für Israel im Exportbereich. Die Äußerung der Telekom, sicherlich keine noname-Klitsche, geht in die Kernthematik der israelischen Wirtschaft. Innovativ, erfinderisch, höchstes technisches Niveau, aber zu wenig Risikokapital. Bislang waren nur Einzelkämpfer wie Siemens [größter europäischer Risikokapitalgeber mit Beteiligungen in über 80 startups.] hier aktiv. Israel wurde dabei lange Zeit heuschreckisch behandelt: Die Privatisierung von Staatsunternehmen zB im verlustträchtigen Rohstoffbereich wurde für Israel abgewickelt. Die Exportbedeutung lag gängig unter 5%. Erst unter Merkel, gerade im Kriegsjahr 2006 löste Deutschland das in Europa traditionell als Israel-Export-Land No1 geltende United Kindom bei einem Zuwachs von 31.7% ab, hier mit den Amerikanern [+26.6%]. In 2007 stabilisiert sich die Lage etwa über der 5,5%-Marktanteil-Marke, da für israelische Produkte erst noch Marktumfelder geschaffen werden müssen. [Man erinnere sich an die Aktion bei Galeria-Kaufhof.] Hier verbleibt die USA die logistisch am einfachsten zu bedienende Kundschaft. Marktanteil bei israelischen Exporten stabile 28.0%. Auch hier muß die Prognose die bereits installierten Maßnahmen [Wirtschaftsbeziehungen], die noch etwas Zeit bedürfen berücksichtigen, so das ich für 2008 eher mit einem minderen Wachstum der israelischen Exporte um die +7,5% sehe. Klar ist das auch die israelische Focusierung eine Rolle spielt. Die Zuwachsvorreiter Chemische Indutrie und sämtliche technologischen Produkte sind natürlich nicht nur weltwirtschaftsabhängig, sondern eher schwer in einem selbst hier starken Standort wie Deutschland ohne politischen Willen boostfähig einzubringen. Und die derzeit in Israel statt findende Export-Restaurierung des "Food"-Bereichs, der die doppelten Zuwachsraten wie die technologischen Bereiche vorlegt ist in 2008 in Deutschland kaum umsetzbar. Wenn wieder zweistellig, dann in 2009.

Peres gratuliert Musharraf

Obwohl das amtliche Ergebnis des Wahlgangs zur pakistanischen Präsidentschaft erst nach Abschluß einer Berufungsverhandlung vor Pakistans Oberstem Gerichtshof am 17.10. veröffentlicht werden darf und eine nachträgliche Disqualifizierung des Kandidaten Militärdiktator Pervers Musharraf durchaus im Bereich des möglichen liegt beeilen sich die amerikanische Regierung und nun auch die israelische Staatsführung dem Diktator zu seinem "Wahl"-Sieg zu gratulieren. [Elhanan Glazer, Pensioners] Glazer war mir bereits Mitte September unangenehm aufgefallen, da er als erster MK die Jahresversammlung des UMJC besuchte, der mit seiner ausdrücklichen Befürwortung anschließend eine Resolution verabschiedete die westliche Regierungen aufforderte ihre Jerusalem-Politk zu verändern [Anerkennung als Haupstadt Israels, Verlegung der Botschaften nach Jerusalem.] Im Grundsatz glaubt das messianische Judentum die 67-er-Eroberung des gesamten Jerusalem sei ein deutliches Startsignal für ihre späteren religions-visionären Theorien gewesen. Die Tendenz dieser politisch sehr eindeutig ausgerichteten Leute konnte sich innerhalb des Konfliktszenarios über das massive Spendenaufkommen breit machen, wobei es zu polarisierenden Effekten im nicht-messianischen Bereich gekommen ist. Die Relevanz dieser Gruppen manifestiert sich weniger in den Regierungsstellen, was ihre Bedeutung für jetzt und die Zukunft nicht unbedingt schmälert. Die Schnittstellen ["Ygal Amir hat Rabin nicht umgebracht"] wie brainwashing, oder Teilhabe an der Ausformung des Begriffs des "Jewish States" inclusive territorialer Begehrlichkeiten können aufrgund der demographischen Verschiebung zu Gunsten des gesamten religiösen Bevölkerungsbereichs künftig dramatische Folgen haben. Man liest gerne in der Tagespolitik über ihre statements hinweg: Avigdor Lieberman supports the transfer of Arab neighborhoods in east Jerusalem to Palestinian Authority control. "Lieberman is the new (Yossi) Beilin," National Union-NRP chairman Zevulun Orlev said. "He has shown his true colors. Apparently, a man who had presented himself as a rightist, is no more than a leftist who holds opinions similar to those of (MK) Zahava Gal-On." ... "He is shaming the Right," Orlev said, "he can continue telling us that he was referring only to land-swapping until the cows come home, but in actuality he and his fellow party members support Ramon's plan for the division of Jerusalem." Man unterschätzt diese Leute, da sie nicht unbedingt sehr koordiniert und rhetorisch wenig einfallsreich agieren. Die angedachte Teilung Jerusalems wäre aber ein major blow für hunderte finanzstarke Millionen Gläubige, deren Macht wir in den letzten US-Präsidentschaftswahlen erkennen durften. Ohne sie wäre Bush niemals wiedergewählt worden. Man sollte sie nicht aus den Augen lassen.

Heute sollen also die negotiation-teams sich zu ersten Verhandlungen treffen. The government has agreed to immediately disburse a full month's salary to the workers along with a third of the accumulated overdue pay. The government has promised to disburse all overdue pay by the end of the year. +++++ UNRWA figures show that in their schools – which cater for the refugee families who make up three-quarters of Gaza's 1.4 million population – the exam failure rates in Arabic for grades 4 to 9 (ages nine to 15) range from 34.9 per cent for grade 4 to a peak of 61.1 per cent at grade 8. And the figures for mathematics are worse still. At every grade between four and nine more than 65 per cent fail and at grade six the failure rate is 90 per cent.

Amira Hass: The lawyer who represented the minors was implementing the decision made a month ago by lawyers representing thousands of Palestinians tried every year in the two military courts in the West Bank, mostly on security offenses. According to the decision, lawyers will now have to insist on utilizing all the legal avenues available and using all the rights granted by law to the defendant. The decision came after the lawyers concluded that their previous policy of reaching quick compromises with the military prosecutor harmed their clients and did not meet the standards of justice and law.

Katyusha Fallout

Das israelische Defense Establishment bringt sich wie nach der gestrigen Raketen-Attacke auf Netivot zu erwarten in die Schlagzeilen. Nachdem über Nacht erneut Granaten auf israelisches Territorium abgefeuert wurden "operieren" Truppen und ein Luftangriff auf einen Polizeiposten [dpa???] hat nach Hamas-Angaben 7 Verletzte gefordert. Zuvor hatten "senior officers" berichtet: There has been a sharp increase in the quantity of explosives, including various types of rockets, smuggled into the Gaza Strip from Egypt over the last few weeks. Hamas now has complete control over the smuggling routes from Egypt, having forced the clans that previously controlled these routes to take orders from it. Zudem wird meine Spekulation über die Bauart dankenswerter Weise dieses Mal ernster genommen: An analysis of the rocket that landed near Netivot indicates that it was smuggled into Gaza rather than being manufactured locally. At least one shipment of Grad Katyushas is known to have been smuggled into Gaza last year, but the IDF says there could have been additional deliveries of which Israel was unaware. Fatah sources told Haaretz on Sunday that terrorist organizations in Gaza recently received another shipment of about 70 Grad Katyushas. The IDF said it could not confirm this report. Desweiteren verbreitet die IDF über die Amerikaner folgende Theorie zum Luftangriff auf Syrien: But highly classified U.S. intelligence reports say that the Israelis destroyed a nuclear-related facility and caused North Korean casualties at the site, which may have been intended to produce plutonium, according to a senior official with access to those reports. The Israelis have provided the United States with photographs, physical material and soil samples from the site -- taken both before and after the raid -- according to two independent sources. An operation by an ally such as Hezbollah in Lebanon was more likely. "In our view, Syria does not want to escalate the situation and embark on a conflict with Israel right now," he said. "However, we believe that it could work against Israel indirectly." Das Thema treibt auch andere um: "During my visit to Israel, I'm expecting an explanation of what happened and why it happened," Turkish FM Ali Babacan said at a joint press conference in Jerusalem after meeting Peres. "We have not yet got an answer," Babacan said, before Peres intervened to halt further questioning by reporters.

Environmental pollution causes death by cancer of 1,250 Israelis every year, according to the draft of a Health Ministry Report released Sunday. According to Health Ministry statistics, every year about 25,000 new cases of cancer are discovered, including 450 cases affecting children. The latest report includes an ecological survey that maps the incidence of cancer in the 2001-2005 by region. It revealed particularly high rates of cancer in three "morbidity clusters" that correspond with three major urban areas: Haifa and its bayside suburbs, Greater Tel Aviv and Be'er Sheva and environs. ... The report points to a clear connection in Israel between high rates of urbanization and high incidence of cancer, in keeping with figures from the West. However, a senior Health Ministry official pointed out on Sunday that since the Be'er Sheva region is not highly urbanized and has far less vehicles than the Tel Aviv region, it is likely that the reason for its high cancer rates is at least partly due to the proximity of residential areas to industrial areas using large numbers of hazardous and carcinogenic materials, such as the factories in the Ramat Hovav industrial area.

Khaled Amayreh: "A putative Peace" - Palestinian Authority (PA) President Mahmoud Abbas has privately threatened to resign if the upcoming American- sponsored international peace conference in Annapolis, Maryland, ends in failure. According to sources within Abbas's immediate circle, the Palestinian leader is increasingly worried that a fiasco at the much-heralded conference would undermine his credibility among Palestinians, including members of his own Fatah Party. Abass's threat to resign has been widely reported, though it is unclear whether it is genuine or a bluff intended to signal to Washington and Tel Aviv that the PA is already fed up with Israel's stalling tactics as well as with America's refusal to exert meaningful pressure on Israel to end its 40-year-old occupation of the West Bank, Gaza Strip and East Jerusalem.

Saleh al-Naami: "Mirror, mirror on the wall" - Only 10 days separated the two demonstrations that Hassan Zarqi, a 29-year-old officer in the Gaza security forces and supporter of Fatah, participated in. The first was in support of the Fayad government and criticism of the Hamas movement and its "putsch" in Gaza. The second was in criticism of the Fayad government and its policy based on "discrimination". Zarqi had previously participated in all protest actions against Hamas, but last Wednesday could not avoid participating in a demonstration against the Fayad government itself after the government stopped paying his salary and that of 10,000 other members of the security forces, most of whom belong to Fatah. "In my worst nightmares, I never imagined that this would happen to me," he told Al-Ahram Weekly. "I never expected to be punished by the government I have risked my life to defend," he said.

Barry Schweid: Five former State Department and Pentagon officials are proposing Israeli and Palestinian capitals in Jerusalem and excluding Arab refugees from returning to Israel as part of an Middle East accord.

Daily Star Editorial: The US government announced a few days ago that anyone invited to a planned Middle East peace conference next month will have to abide by a set of conditions (without stating that those rules are largely written by the United States and Israel). A few days later, a Syrian government daily, Tishrin, charged that Washington seeks to destabilize the Middle East and said a US-sponsored conference was unlikely to make any progress toward peace. Israel, for its part, talked only vaguely about building confidence, developing a dialogue with the Palestinians, and paving the way for substantive peace talks in the near future, while continuing to kill, jail and colonize Palestinians. This looks like a case of "here we go again," with the same players taking the same failed positions in a rather grotesque replay of cumulative past peace-making failures.

"Grand-type" Katyusha?

Aus einer generellen Eskalation seitens palästinensischer Angriffe auf die Grenze zu Israel ragt der zweite Abschuß einer Katyusha aus dem Gazastreifen hervor. Vor einem Jahr wurde die erste auf die Küstenstadt Ashkelon abgefeuert, eine weitere im Mai Moshav Netiv Sa'ahara, heute traf die mir einer Reichweite von 20KM mindestens doppelt so weit als die normalerweise verwendeten Qassam-Raketen tragende den außerhalb der festgelegten Sicherheitszone liegenden Ort Netviot. Es kam zu keinerlei Schäden, jedoch wird diese als signifikante Verschärfung der Situation in Israel gewertet. Das Fragezeichen: Leider kann aufgrund des Bildes das auf der JeruslaemPost erschienen ist keineswegs verifiziert werden das es sich um eine BM-21-Katyusha-Modifikation handelt. Definitiv bestätigt werden kann aber das die reguläre Qassam-3-Modifikation hier nicht vorliegt. Der Unterschied ist einfach: Durchmesser Kat 122mm, Qas 170mm [was uA die Reichweite beeinflußt]. Ich persönlich halte die Geschichte derzeit für einen Rückbau der Qassam-3 um Reichweite zu gewinnen, was im Übrigen weitaus schwerer einzustufen wäre als ein Bestand von "einigen" Katyushas den man schon kennt. Zum jetzigen Stand wurden vier Raketen abgefeuert und Kibbutz Kerem Shalom mit Granaten attackiert.

Wie auch immer [der Islamic Jihad brüstet sich ständig mit "Dutzenden" bereits erfolgten Katyusha-Attacken udn die heutige Bekennerschaft der PRC ist auch nicht sehr hilfreich], die poltische Wertung fällt eindeutig aus. Das große Israel läßt einen kleinen Captain sprechen: "Hamas bears responsibility for all the terror attacks emanating from the Gaza Strip regardless of who actually fired the rocket." Die sonstige Aufregung ist angesichts der letzjährigen toten Zivilisten aufgrund Hezblollah-Attacken auf israelische Städte durchaus verständlich. Insofern muß das politische Establishment auch nicht kommentieren. Die palästinensische Seite vermeldet einen Dronen-Luftangriff auf eine Schule in Beit Hanoun und Attacken vor der Küste auf Fischerboote. Mutmaßlich durch Terroristen der "Schwert des Islam"-Bewegung wird der Baptist Rami Ayyad im Gazastreifen entführt und durch Messerstiche ermordet. Ayyad war uA Betreiber einer christlichen Buchhandlung, die vor einem halben Jahr niedergebrannt wurde. Für etwas Verwirrung sorgt seine Mutter, da sie angibt er habe sie nach der Entführung noch angerufen. Das Hamas-Innenministerium verspricht eine lückenlose Aufklärung des Falles. Die Hamas-Polizei verhaftet 3 Männer, die nicht fraktionell zugeordnet werden weil sie ein Bombenattentat geplant haben sollen. In der Westbank kommt bei einer Familienfehde ein 32-Jähriger ums Leben. Ein etwa vor 6 Wochen durch die IDF verletzter Milizionär aus Jenin erliegt seinen Verletzungen. Fünf Palästinenser werden über Nacht verhaftet, in Jenin kommt eine israelische Patroullie unter Feuer, in Nablus ebenso. Am Vortag waren zwei unbewaffnete Palästinenser am Deir Ballut checkpoint durch IDFler angeschossen worden. In Nablus wird ein Mitglied der Sicherheitskräfte und Al-Aqsa-Miglied nebst zwei Verwandten verhaftet. Aus Tulkarem werden umfangreiche Maßnahmen der IDF-Milizen vermeldet die diesjährige Olivenernte zu sabotieren. Straßensperren, ein neuer checkpoint verhindern das palästinensische Landbesitzer ernten können. Jedes Jahr das gleiche Spiel.

Der Witz des Tages: Foreign Minister Tzipi Livni and other ministers expressed concerns over the fast rate at which negotiations with the Palestinian Authority are progressing, during a debate at Sunday's cabinet meeting in Jerusalem. Speaking of the talks being held before the Middle East peace conference in Annapolis, Maryland, scheduled for next month, Livni stated her opposition to Israel "being dragged into making strategic concessions to the PA just for the sake of arriving at the summit with a piece of paper." Hingegen bleibt Haim Ramon konkret: "Whoever thinks the subject of discussions will be limited to the structure of Palestinian institutions is deluded. Israel has an interest to get recognition of all of Jerusalem's Jewish neighborhoods, and to hand over control of Arab neighborhoods to the Palestinians. Neues von Marwan Barghuti: "Captured IDF soldier Gilad Schalit is being looked after and is in good condition," jailed Fatah Tanzim leader Marwan Barghouti told MK Nadia Hilu (Labor) during a meeting in prison on Sunday. Israel Radio reported that Barghouti also claimed that he was included on the list of 350 prisoners Hamas was demanding be released in a prisoner swap deal for the captured IDF soldier.

"Turkey will not let Turkish territory or airspace be used in any activity that could harm the security or safety of Syria," Foreign Minister Ali Babacan said after meeting Syrian President Bashar Assad in Damascus. Zelekha in, Schools out

Während aus dem Finanzministerium vermeldet wird das Chefermittler Yaron Zelekhas Ausbootung verschoben wird und damit die Kadima-Partei dem öffentlichen Druck nachgibt erwartet die israelische Regierung ab Morgen ein landesweiter Schulstreik: The Secondary School Teachers Organization heads will meet on Sunday afternoon to decide whether to launch a strike that could start as early as Monday, with union leaders flatly predicting the job action will go forward. Union leader Ran Erez left no room for doubt that the teachers would take action, saying "the strike is on its way." Trotz guter Athmosphäre in Gesprächen mit Bildungsministerin Yuli Tamir [Avoda] sieht Erez "the situation not significantly changed", während Tamir sich optimistisch zeigt: "we have established a basis for continued dialogue that will continue in the coming days. I hope that as long as there is a framework of dialogue, there will be no strike. It is a long process ... and a lot of patience is needed." Noch im letzten Jahr war der Regierung ein Vertragswerk mit der primary-school-union gelungen in der etwa 91 500 der 325 000 Lehrer Israels organisiert sind. Mit der schrittweisen Erhöhung der Gehälter um bis zu 30% bei deutlicher Mehrarbeit gibt sich die SSTO nicht zufrieden. Neben Verbesserung im System [Altersversorgung, Einrichtungen] wird eine Verdopplung der Gehälter gefordert. Hintergrund der hohen Forderung sind erhobene EU/OECD-Daten die israelische Lehergehälter aus 2004 unterhalb den in Mexico bezahlten Gehältern einordneten. Im Vergleich zu Spanien/Frankreich werden zwischen 45 und 50 Prozent geringere Gehälter bezahlt. Zudem verabschiedete sich der Staat Israel schleichend aus der schulischen Finanzierung. Bereits über die Hälfte der Einrichtungen muß privatfinanziert werden. Die niedrigen staatlichen Investitionen gehen auf den vorherrschenden Zwei-Klassen-Effekt in der Gesellschaft ein: Nur etwa ein Drittel der Jugendlichen strebt einen höheren Abschluß an und das dieses Drittel eher aus bereits "etablierten Kreisen" stammt wird durch die Haltung der konservativen Regierungen der Vorjahre dankend [kostensparend] angenommen. Damit sind die Hoffnungen auf einen Richtungswechsel erstorben: Maßgeblich verantwortlich zeichnen die Avoda-Regierungen der 90er, die das ehemals "sozial-demokratische" ausgerichtete Israel zunehmend zum "Land der Bosse" verkommen ließen. Die Konservativen in Likud und Kadima setzten den Hebel auf Subventionskürzung, Entlassungen im Behördenbereich, Reallohnverluste im Bildungswesen um der dramatischen Wirtschaftsschwäche [Zusammenbruch der new economy] einen Billiglohnsektor entgegen zu setzen zu können. Neben Handel wurde der Sicherheitsbereich gestärkt, dem industriellen Sektor fehlen zu vergleichbaren Ländern um 5% an Volumen, weit über 120 000 Jobs, was das Gehaltsgefüge belastet. Es gelang jedoch die Beschäftigung innerhalb der letzten 4 Jahre um etwa ein Achtel zu steigern wobei die Steigerungen im Handel [+22%] oder Tourismus [+20%] dem industriellen Bereich [+9%] langfristig massiv überlegen sind. Mit dem Eintritt der Olmert-Regierung wurde der Bildungsbereich zwar anfänglich unterstützt, dann aber saisonbereinigt eingefroren. Ergebnisse im Finanzbereich [+9.3%] und in der Industrie [+6.1%] oder im Bauwesen [+6.7%] stehen einem Wachstum von unter 4% im Bildungsbereich entgegen. Schlimmer erging es dem "Health"-Sektor, der den selben Satz an Jobs verloren hat, den das Bildungswesen gewann. Zwar wurden die dramatischen Ankündigungen vom Stellenabbau an Schulen und Krankenhäusern nicht umgesetzt, bezahlt hat man jedoch den Kompromiß des Streikfriedens mit Investitionskürzungen, oder unpopulären Maßnahmen wie die Kürzung der Lebensmittelsubventionen, was auf diesen Arbeitsmarkt -allein in der Lebensmittelindustrie geht es um 50 000 Jobs- bald Auswirkungen haben wird.

Dem angekündigten Streik kommt daher eine äußerst große, richtungsweisende Funktion zu. Vorreiter war der Bereich Wasser + Elektrizität, der bei einer Steigerung der Löhne um fast 18% per Job drastisch Stellen abgebaut hat, was wiederum in der Erosion der Qualität mündete. Wenn also Verhandlungsführerin Tamir dieses Prinzip beibehält, das Erhöhungen in der Gesamtmasse an ausbezahlten Gehältern mit Jobabbau bezahlt werden muß letztlich die Qualität des Bildungssektor leiden. Zudem liefert man sich verstärkt dem "privaten" Engagement aus. Ein Oligarchen-System übernimmt stillschweigend den Bildungsbereich und fördert damit die Abhängigkeit des Lehrauftrags von wirtschaftlichen Vorgaben und kurzfristigen Zukunftswetten. Dazu kommt die Tendenz in der gut ausgebildeten Schicht trotz der eindeutig verbesserten Sicherheitslage das Land zu verlassen, da die Durchschnittslöhne auch in diesem Bereich nur etwa 3/4 der Löhne in anderen Industriestaaten erreichen. Bei einem eher nicht vorhandenen Rentensystem, hoher Preisbelastung und nur sehr partiell vorhandenen Aufstiegsmöglichkeiten.

Die angespannte Haushaltslage, verursacht derzeit durch militärische Abenteuer und Mißwirtschaften haben einen enormen Investitionsbedarf wachsen lassen, der derzeit nicht geschultert werden kann. Die Große Koalition ist nicht fähig den großen Wurf zu starten und wird definitiv nicht Schritte in die Förderung des Zivilstaates übernehmen. Yuli Tamir + "höhere Bildung" haben zu entscheiden ob sie die sozialen Spannungen für die Dauer des unreformierten Zustandes des Landes insgesamt mitzementieren wollen, oder ob man versucht neue Wege einzuschlagen. Ein Streik kann da Wunder wirken, ein Streik wegen "mehr Geld" jedoch nur das Alte präservieren. Geht man in die Zukunftsproblematik des Landes [zB die Stellung der arabischen Minderheit in 15, 20 Jahren] kann ein Einfrieren der Situation jetzt schlimmste Auswirkungen haben. Mitnichten ist dabei den Verhandlern dieses bewußt, wir aber sollten den Ausgang sorgsam beobachten.

Aus Cairo meldet sich Ziyad Abu-Amr, ehemaliger Kulturminister und Buchautor und dementiert einen Bericht der EgyptToday in dem er als Moderator für Gespräche zwischen der Hamas und Fatah bezeichnet wird. Es soll sich um Vorbereitungsgespräche zu größeren Verhandlungen gehandelt haben. In Ramallah gibt der ramallahnische Präsident Abbas bekannt das ab Montag die eingerichteten Verhandlungsteams ihre Arbeit aufnemen würden. Neben einer sanften Liebes-Erklärung an Jerusalem am Al-Quds-Tag erläutert er den staunenden Zuhörern das er davon ausgehe das zum 26.11. in Annapolis mindestens 36 Staaten und darunter mindestens 12 arabische Länder erscheinen würden. Eine palästinensische Quelle illustriert die Situation: "The stage at which the parties are at now is like a young couple that first moves in together," a Palestinian source told Haaretz. "It shows progress, and can lead to marriage, that is, to a peace agreement, but it might bring up all kinds of differences of opinions and lead to a painful break-up." [Ich hoffe das unser junges Paar Olmert/Abbas auch weiß das man verhüten sollte, nicht das man unerwünscht schwanger wird.] + [Palestinian Foreign Minister Riad al-Maliki reiterated statements by Abbas that participants at the summit would need to set a timetable to implement the agreement, and that within six months the Palestinians want to see formulation of the agreement completed. He added that Abbas would bring any agreement to a referendum.] In Washington gehen die tollsten Dinge vor sich: Nachdem Condi Rice pflichtbewußt dem Congreß eine 1,4Milliarden US$ schwere Liste mit Waffendeals zum absegnen vorgelegt hat [der Bericht ist wohl etwas ungenau] kommt sie am Montag in den Nahen Osten um die Schwarzgeldkoffer ... ähm... die Verhandlungen zwischen den Ramallahnern und Israel mit ihrer Anwesenheit zu beglücken. Einer ihrer Versprecher wird zitiert: She realized that "success for the Arab countries would be only if the core issues were mentioned in one way or another in the joint statement." [Wow! Nachdem sie noch zu Anfang August ein diesbezügliches joint-statement mit der arabischen Liga unterzeichnet hat sie bis Anfang Oktober gebraucht den Inhalt zu realisieren?!?] Hingegen hat der minderbemittelte Oberchef von Rice, der verhinderte Diktator Bush mal wieder die falschen Pillen genommen: In nur 24 ist Folter ok, die Amis eine Streitmacht die den Arabern Frieden bringt, "very optimistic" das Annapolis Frieden in die Wege leitet [Nein! Kein Anzeichen einer drohenden US-Invasion der Westbank] und er beweist sich in bester revisionistischer Tradition. Ja, wenn der Mann noch nicht mal fähig ist einen fremd-Genozid anzuerkennen wird es mit dem Eigenen auch nicht weit her sein. Aus der Westbank wird eine recht sonderbare und nicht einschätzbare Initiatve und natürlich dementierte Initiative der Hamas gemeldet. Hatten wir noch vor Kurzem die Theorie der Damaskus-gesteuerten Westbank-Hamas-Zellen, die aktiviert wurden um Anschläge gegen Israel zu verüben haben wir nun Berichte über ein Schreiben der Westbank-Hamas-Führung an Abbas in dem Bedingungen für eine Zusammenarbeit gestellt werden. Es wird von Treffen Fatah + independent Hamas-nahen Leuten bis in PLC-Ränge gesprochen; Treffen die dem Treiben der Sicherheitskräfte [Verhaftungswellen, Folter, Geldkonfiszierung] Einhalt gebieten sollen. Durchaus denkbar das die Hamas sich ähnlich der Fatah nur weitaus schneller im Sonnenschein der Macht sich in verschiedene politische Fraktionen teilt, die gesonderte Polit-Stile betreiben. In Jerusalem ist Avigdor Lieberman möglicherweise zu weit gegangen: The chairwoman of the Knesset Meretz faction, MK Zahava Gal-On, called on Prime Minister Ehud Olmert to dismiss Avigdor Lieberman from the cabinet after he compared leftists to Nazi collaborators. Lieberman, Yisrael Beiteinu chairman and minister of strategic affairs, said on Channel One television Friday evening that anyone who breaks the "national consensus" or incites against Israel abroad reminds him of kapos during World War Two. Aus Ägypten meldet eine Quelle das die Israelis a deal to free kidnapped soldier Cpl. Gilad Schalit versaut hätten. Auf ABC wird ein neues Faß in der Affaire um den Luftangriff der Israelis auf Syrien aufgemacht.

Ramadan neigt sich dem Ende zu - Gaza

Trotz erneut verschärfter Altersrestriktionen nehmen nach Polizeiangaben über 135 000 Menschen an den Freitagsgebeten in der Al-Aqsa-Moschee in Jerusalem teil. Die Bilanz ist dieses Jahr dabei äußerst befriedigend, keinerlei Vorkommnisse. Nach der friedlichen Fastenzeit rüsten sich jedoch die Opponennten für eine neue Runde. Medienwirksam wirft die Hamas dabei Geld aus Koffern unter ihre Leute. Hintergrund der Aktion in der am heutigen Freitag 10 000 "Polizei"-Mitglieder bezahlt wurden und weitere 10 000 über das Wochenende folgen sollen ist zum einen erwartet schlechte Zeiten [Some Palestinian banks could be forced to shut their Gaza branches by year-end due to Israel's financial clampdown on the Hamas-controlled territory, the Palestinian bank regulator said this week. The governor of the Palestine Monetary Authority, George Abed, said Gaza's supply of shekels, the Israeli currency, could begin to run out starting next month and that individual Gazans could have trouble receiving funds from family members abroad]. Die Hamas bringt so den NIS unters Volk ohne die Bestände bei den Banken anzutasten. Andererseits belegt man mit dieser Taktik das die Islolation in Sachen Geldmittel die Hamas kaum handlungsunfähig gemacht hat, wobei natürlich nicht klar ist über wie viele Ressourcen die Hamas verfügt. Aus dem Finanzministerium-Gaza stammt die Zahl von 33 bis 35 Millionen NIS die ausbezahlt werden sollen. Kein allzu unbedeutender Schub für die lokale Wirtschaft. Im starken Kontrast zu dieser Aktion stehen die vielfältigen Berichte Fatah-treuer Organisationen und Behördenbediensteten die nichts erhalten. Heute war es zur Abwechlung wieder die Vertretung der Stadtverwaltung Gaza-City, die mittlerweile seit 9 Monaten auf Gehaltsschecks aus Ramallah warten. Diese Taktik der Fayyad-Regierung, nämlich Müllmänner zum Streiken zu bringen ist nicht heldenhaft und wenig ertragreich. Kein Geld, dafür Durchhalteparolen, dieses Mal aus dem Dahlan-Lager: Samir Masharawi. DAs muß man sich auf der Zunge zergehen lassen: By contrast, Fatah has seen its fortunes rise relative to Hamas' since June, receiving aid and support from Israel and Western states, and also increased support among Palestinians. Gaza City streikt ab Morgen. Seine revisionistischen Ansichten zum Thema Dahlans-Folter-Staat sind wahrlich erster Güte. Einen Punkt den die Hamas nicht mehr unter Kontrolle hat sind hingegen die still und heimlich reduzierten Lieferungen mit Basis-Überlebensmitteln. Das große Stromabschalten wird proklamiert und vertagt, dafür wird andernorts der Hahn zugedreht. Desweiteren sorgt dieser Bericht für Unruhe: A third of Palestinian children at United Nations schools in Hamas-run Gaza struggle to read and write because violence and an Israeli blockade are disrupting their education, a United Nations agency said on Friday.

Während es am Grenzzaun bei einer Schießerei zu einem Toten [Hamas] kommt und Attacken auf die israelische Grenze nur sporadisch vorgetragen werden wird durch die Ägypter ein neu gegrabener Tunnel zum Waffenschmuggel entdeckt. Der Islamic Jihad bringt einige Tausend Leute für eine Demo in Gaza-City auf die Straße [ohne das die Hamas etwas dagegen unternommen hätte] wobei israelische und amerikanische Flaggen verbrannt werden.

Ashraf al-Ajrami on drugs?

Der ramallahnische Minister für Sport, Jugend und Gefangene Ashraf al-Ajrami hat während eines LSD-Trips die Halluzination seines Lebens erlebt: Er traf in seinem Rausch auf seine Nachbarin und dachte sie wäre der israelische Public Security Minister Avi Dichter und das Gespräch mit der Nachbarin über den Fall Marwan Barghouti wäre eine offizielle Verhandlungsrunde mit Dichter! Kurz hernach erschallte im israelischen Army Radio: Public Security Minister Avi Dichter denied Thursday evening that he met with Palestinian Authority Minister for Prisoner Affairs Ashraf al-Ajrami on Tuesday.

Jerusalem spielte tatsächlich keine Rolle bei: The political echelon in Jerusalem was not consulted by the censor over its decision to lift the strict veil of secrecy over an air strike on a Syrian target last month, Army Radio reported on Tuesday evening. It followed the censor's announcement that it was allowing the Israeli media to report on the raid without attributing such reports to foreign sources. Officials in the Prime Minister's Office said they felt a sense of "discomfort" over the censor's decision, Channel 2 reported on Tuesday night. Social Welfare Minister Yitzhak Herzog said the announcement did not mean any political shift had occurred regarding the Syrian strike or that there has been a change in circumstances, but that it was merely a "technical" move by the censor.

Dafna Golan: Na'ima is threatening the Jewish majority

Although the school year began on September 2, Na'ima, 9, is still at home. Not one school in the city could find a place for her. Thousands of pupils in East Jerusalem are in the same situation. A city official in late August spelled it out in a letter to the Association for Civil Rights in Israel (ACRI). Suheila Abu Ghosh, the assistant director of Manhi, the Jerusalem Education Administration, which belongs to the municipality and to the Education Ministry, wrote that "to our regret no places were found to absorb the 16 pupils who appear on the lists you enclosed with your letters, in grades two to eight." On official stationery of the municipality and the ministry, the person in charge of education admits there is no room in the schools for Jerusalem children who are legally entitled to compulsory education.

In recent weeks, the Jerusalem Education Administration has been trying to find room for the 16 children for fear ACRI would turn to the High Court of Justice. As has happened every year in recent years, the threat to petition the High Court forces the Jerusalem Municipality to pressure school principals into crowding another Palestinian child into an already crowded classroom, to find a solution for the petitioners. At the start of school last year the education minister declared her intention of working to reduce the shortage of about 1,300 classrooms in East Jerusalem, but during the past year only 50 new classrooms were built there. Despite the commitment of the Education Ministry and the Jerusalem Municipality to the High Court, from 2001-2007, to build at least 645 classrooms in East Jerusalem (245 according to a 2001 High Court decision and 400 in the context of the promise given to the High Court this year), in fact, fewer than 100 new classrooms have been built since 2001.

The petitions of parents whose children found no room in Jerusalem schools continue to be processed in the High Court, but the legal discussions, the focus on details, are concealing what any child can see: Jerusalem, which is celebrating the 40th anniversary of its reunification, is conducting a policy of separation. According to the report of the Coalition for the Advancement of Arab Education in East Jerusalem, only about half the Palestinian children in East Jerusalem, about 39,400 out of about 79,000, are at present studying in the city school system. Most of the others study in private schools, in United Nations schools or outside the city. About two-thirds of the public schools in East Jerusalem operate in rented apartments. And, still, hundreds of children remain without a place in Jerusalem's schools.

During 40 years of occupation Israel built Jewish neighborhoods on Arab land in East Jerusalem, such as Gilo, French Hill, Neveh Yaakov et al, and - wonder of wonders - there are no children in these neighborhoods who have to turn to the courts in order to attend school. After all, it is unthinkable to have no room for Jewish children in the Jerusalem school system. Jerusalem, which is now joyously celebrating the 40th anniversary of its reunification, is a divided city. The discrimination in education is part of a consistent attempt to reduce the number of Palestinian residents in the city, so as to maintain a Jewish majority. These efforts are also reflected in the demolition of homes, the confiscation of land, the confiscation of ID cards from anyone who has gone to study elsewhere, for example, and in the crowded conditions in the schools. All these are the implementation of a policy that considers Palestinians second-class citizens. That's why there is no room for Na'ima in Jerusalem's schools. Na'ima, like thousands of other Palestinian children in Jerusalem, threatens the Jewish majority. The Israeli school system does not want Na'ima. It doesn't want Na'zz to remind it that maintaining the Jewish majority is an unethical goal. The educational policy in Jerusalem is a microcosm of the general situation in discriminatory Israel. A country that builds schools for children from one group and not from another is an apartheid state.

Abbas agrees to talk to Hamas

Fatah and Hamas have agreed in principle to launch a secret dialogue in Cairo, the London-based Arabic-language newspaper al-Sharq al-Awsat reported Wednesday. According to the report, a Palestinian source told the newspaper that Egypt's efforts to mediate between the two movements have succeeded and have yielded an agreement in principle to hold secret talks in Cairo. Meanwhile in Gaza: Hamas gunmen took control of a four-story office building of the rival Fatah group on Wednesday, a Fatah spokesman said. Fatah activists were ordered to leave the building without their belongings, said Fatah spokesman Hazem Abu Shanab. Since taking control of Gaza by force in June, Hamas has closed down most Fatah institutions in Gaza. Wednesday's raid came a day after four people were killed in what Hamas said was an attempt to carry out an attack on a Hamas security compound in Gaza City. Three of those killed were members of Fatah. Hamas said the assailants were killed when explosives they were handling exploded prematurely. Fatah activists said Hamas had attacked the group with rocket propelled grenades.

Poll: New poll shows growing discontent with Hamas rule in Gaza. Legen wir diese Aussage mal auf den Prüfstand mit August-Daten. 1. 72 percent [68.3%] said they support a final peace agreement with Israel, and 55 percent [60.2%] called on Hamas to change its position toward the Jewish state. 2. It also found 52 [69.5%] percent of respondents consider Abbas' government to be the legitimate Palestinian ruling authority -former-r-f-question-, while only 26 percent [30.5%] favor the Hamas government led by Ismail Haniyeh. Sixty-four percent [61.0%] said they trust Abbas, compared with 36 percent [43,2%] who trust Fatah. 3. 58 percent [52.1%] of respondents said they are now afraid to express their political views following the Hamas takeover, and 60 percent [40%] say Hamas' paramilitary police, known as the Executive Force, has done a poor job respecting individual rights. 4. Wie in der "emigrating"-Frage ersichtlich dürften auch die israelischen Blockaden eine enorme Rolle spielen. Die "No-Trust"-Partei geht gestärkt aus der Kriese hervor. Allemal bedenklich für die Hamas ist die angegebene "15%" bei Wahlen aus dem Gaza-Streifen. Nachdem sie sich auf niedrigem Niveau im August gefangen und stabilisiert hat fällt sie nun auf Tiefsttände zurück. Die Daten sind noch nicht veröffentlicht und müssen selbstverständlich überprüft werden. Der "selbstkritische Hamas-Bereich" wird durch solche Umfragen sicher gestärkt werden.

The aim of this global alliance is to foster the creation of governmental departments or ministries for peace throughout the world. This is the third Global Summit. In the years since its creation only Nepal has actually moved forward with the establishment of a Ministry of Peace. There are about 20 countries being represented at the summit including a representative from Palestine. In the US Legislation for a Ministry of Peace has been tabled in the House of Representatives with 64 Members of Congress sponsoring the legislation.

This resolution added for the first time, however, what was missing from 242: recognition of Palestinian national rights. Kathleen und Bill Christison: See no Evil, The teflon alliance with Israel - Two recent offhand comments, both widely publicized, have seriously undermined whatever progress might have been made in exposing the fact that the Iraq war was initiated at least in large part to guarantee Israel's safety and regional dominance in the Middle East. In late August, Lawrence Wilkerson, who served as Colin Powell's chief of staff when he was secretary of state, told Gareth Porter of Inter Press Service that, when Israel first got wind of U.S. planning for a war against Iraq, a wide range of Israelis, including political and intelligence officials, began warning against such a war. "Israelis were telling us Iraq is not the enemy -- Iran is the enemy," Wilkerson said. Israeli warnings against an attack on Iraq were "pervasive" in Israeli communications with the administration during early 2002, according to Wilkerson.

Am heutigen Morgen wird in der Gegend von Rafah ein Hamas-Milizionär durch einen israelischen Luftangriff getötet. Gestern kam es zu einem Vorfall vor den "Marine Police HQs" der Hamas bei dem 4 Personen getötet wurden. Eine Gruppe Fatah-Kämpfer wollte die HQs attackieren wurde jedoch durch eine Granat der Wachleute gestoppt und getötet. Ein Hamas-Mitglied starb bei der Explosion, die Hamas verhaftete danach mindestens 15 "Familienangehörige" der Angreifer. Seit heute Morgen ist eine kleinere Panzerflotille der Israelis im Gazastreifen unterwegs. Ein Palästinenser wird dabei vor Khan Younis getötet.

Aus dem israelischen "Defense Establishment" unter Ehud Barak und Amos Gilad werden Zweifel an Resultaten von Verhandlungen zwischen Olmert und Abbas laut. Einerseits wird Olmerts Coalition of the Unwilling mit Shas und Yisrael Beiteinu als Grund angegeben, anderseits die Möglichkeit das die ramallahnische Regierung substanzielle Forderungen der Israelis erfüllen könne als illusorisch abgelehnt. Dabei ist die Triade der israelsichen Verhandlungsführer [Olmert-Barak-Livni] sich eigentlich einig. Immerhin wird einmal über Textstellen des Dokuments das Mitte November unterschrieben werden soll spekuliert, wobei verdeutlicht wird das die israelische Seite keinesfalls auf klare Festlegungen zB zur Grenzziehung eingehen wird. Barak läßt dabei verlautbaren das er als erstes die totale Abschottung vom Gazastreifen favorisieren würde und er entsprechende Pläne bereits unterzeichnet habe. Damit wären einserseits sämtliche Hilfsorganisationen gezwungen nach Ägypten umzusiedeln und andererseits Projekte wie eine Verbindung Gaza-Westbank, oder Infrastrukturprojekte wie der Hafen [wie zwar jetzt bereits faktisch] vom Verhandlungstisch. Sinn und Zweck der Veranstaltung ist es Abbas zu verdeutlichen das er zum jetzigen Zeitpunkt nur über ein Stadt-Staaten-Palästina verhandeln kann aus dem am StNimmerleinstag einmal ein palästinensischer Staat erwachsen darf. Abbas möchte es andersrum haben: Die Israelis sollen über die vertragliche Erklärung den Rückzug auf die 67-Grenze einzuleiten ein möglichst großes Kern-Palästina anerkennen, das auch den Gazastreifen beinhaltet. Unvereinbarer könnten Positionen nicht sein. Aus technischen Gründen [wohl eine Verspätung von FM Livni] wurde das Treffen Olmert-Abbas auf heute Mittag verlegt. Die israelische Verhandlungsgruppe besteht aus Shalom Turgeman, Yoram Turbowicz, Aharon Abramovitch und Amos Gilad. Der folgende Bericht geht tiefer in die Verhandlungsdetails und spricht die Spekulation an das die "Friedenskonferenz" wohl verschoben werden wird.

Im Westbank-Krieg wird erneut ein Kind in Hebron mit einer Spielzeugwaffe in Händen durch Israelis angeschossen und lebensgefährlich verletzt. Bei dem Vorfall am Tomb of the Patriarchs, die sich gerade latent im Grab herumdrehen wird ein weiterer Palästinenser verletzt. Der Bericht der IDF über den Vorfall liest sich so:

The policemen caught him and demanded that he go back through the detector, and when it went off, the man pulled out what later turned out to be a toy gun, detonated a firecracker and yelled out "Allah akbar" or God is great. Israel to move police into West Bank headquarters near Jerusalem, despite U.S. concerns. Israel is determined to move police to a new West Bank headquarters by the end of the year, officials said Monday, despite U.S. concerns that Israeli development in that particular area near Jerusalem harms prospects for establishing a viable Palestinian state. The United States has blocked past Israeli efforts to develop the 12-square-kilometer (5 square mile) area, known as E-1 and located just east of Jerusalem. Development plans envision 3,500 homes, several hotels and an industrial park there, but were frozen at the urging of the U.S. The E-1 project, if completed, would effectively cut off eastern Jerusalem, the Palestinians' hoped-for capital, from the West Bank hinterland. Palestinians and Israeli human rights groups see the E-1 proposal as part of an Israeli attempt to consolidate control over West Bank land east of Jerusalem, with the help of a massive separation barrier and new highways.

Close to 80 senators - including all those running for president -signed a letter calling for greater Arab support for the peace process ahead of the international conference the US is planning for November.

Amira Hass: Democracy is more than going to the polls

"The protest wave has calmed down," some Israeli journalists said Friday of the Burmese military junta's success in driving thousands of demonstrators off the streets, using excessive violence.

Despite the natural sympathy for the uprisers, several editors chose the word "calm," which embodies the rulers' point of view: The norm is "calm," even if it means constant government violence. The mass protest against the oppression is a disruption of order and calm. The word "calm" was an automatic reflection of how most Israeli Jews and their media see the constant, 40-year Israeli oppression of the Palestinians. This is the norm one thinks of when the Palestinians disrupt the calm.

The oppression of the Palestinian people is intended to perpetuate its banishment from its land and the infringement on its rights there. But on the other side of the regime of oppression is democracy for Jews, even those who oppose the occupation. Generally, Jewish dissidents are not risking their life, livelihood, freedom or rights. However, the demonstration against the separation fence does involve certain risks - a few hours in detention, soldiers' fire, tear gas, or a blow from a gun. Therefore, each protester makes his or her own courageous decision to take part in the demonstration. Assisting the Palestinian olive harvest also requires courage, because it could end in an attack by the settlers (while the government's representatives, the soldiers, stand idly by). And yet there are dozens of anti-oppression activities that do not endanger the hundreds of devoted activists (mostly women) who take part in them. Potentially, hundreds of thousands of Jewish Israelis could have taken part in activities against the multi-faceted Israeli oppression - the apartheid laws and orders, military attacks, hidden information, economic siege, land expropriation, expanding settlements, and more. Not a hair on their head would be touched. These are people who say they support peace, with a Palestinian state beside Israel. But apparently their interpretation of participation in democracy is going to the polls once every few years, and faint protest in their living room.

However, democracy also is displaying civic responsibility, by constantly supervising the political decisions and acts between elections, thus ensuring that democracy's essence has not been eroded. Those who say they support a two-state solution are ignoring the other facet of the democracy-for-Jews - the military regime that it imposes on the Palestinians. This regime creates faits accomplis all the time, foiling the last chance for a solution (i.e. full withdrawal with slight changes to the June 4, 1967 lines and establishing a Palestinian state). The Jewish citizens who enjoy their democracy are not personally harmed by its other facet. On the contrary, they gain from it - cheap land and quality housing, additional water sources, a cadre of security professionals in demand worldwide, and thriving defense industries. This is the "calm" that even self-defined peace supporters refrain from disrupting.

In the Soviet empire and racist South Africa - like in today's Burma (Myanmar) - objecting to oppression involved a high personal price. Therefore, one could understand the objectors who chose not to act. In Israel, because it is a democracy for Jews, all those who sit idle, ignoring what is being done in their name, bear a heavy responsibility. Chiefs of staff, prime ministers, ministers and generals are not the only ones responsible. Anyone who theoretically objects to oppression, discrimination and expulsion, but does not actively take part in the struggle and in creating a constant popular resistance to topple the apartheid regime we have created here, is responsible.

Gaza-Prisoner-Affaire

Gabi Ashkenazi's letter to President Shimon Peres, which urged the president not to pardon a number of Palestinian security prisoners.] Hingegen verteidigt die Avoda die Position Askenazis [MK Ephraim Sneh (Labor) also backed Ashkenazi, saying that "it's the chief of General Staff's right to write to any state official." He added, "I have never seen a chief of staff who tried so hard to distance the army from politics."] Die zweite Aussage ist ein Märchen.

Mit etwas Verspätung kommt endlich Bewegung in die Siedler-Frage, bzw. man verhält sich gegen expansives Verhalten reserviert. Am morgen wird wohl ein geplanter Protestmarsch von outpost-Aktivisten zu den nach Homesh nicht verhindert. Und attorney general Mazuz stellt sich in der momentan vor Gericht ausgetragenen Angelegenheit um illegale Aktivitäten in Hebron gegen die Siedlerschaft. "The petition should be accepted. The state believes the appeals court decision to postpone the eviction in the circumstances was extremely unreasonable."

Der nächste der streiten will ist der rassistische Regierungsteilnehmer Avigdor Lieberman, der zum großen Schlag ausholt? "All our troubles, all our problems, all our victims [are there] because of those people."

Ein anderes Streitfeld wird über den McCain-Umweg angesprochen. Während die Adresse von McCains Aussagen teilweise scharf kritisiert werden verteidigt im Vorfeld Elyakim Haetzni die christian zionists. Über deren verschiedne Aktivitäten und den Streit in Israel über die annahme und Verwendung der jährlichen Spenden in dreistelliger Millionenhöhe habe ich bislang aus Zeitgründen nicht gebracht. Das wird sich wohl ändern.

Wenig Bewegung an den Fronten. Zwei Qassam-Raketen treffen auf israelisches Territorium. Ein zusätzlicher Vorfall in Kahn Younis der von der Hamas-Seite als Polzeiaktion zur Beendigung eines Familienstreits mit 7 Verletzten dargestellt wird, hingegen in der JPost, die es nach dem Video-Desaster diese Woche trotzdem nicht lassen kann als Hamas-Fatah-Kämpfe mit 16 Verletzten beschrieben wird. Das wars.

An der Syrien-Front erreicht die Haaretz die Aufhebung der Zensur nachdem gestern Syriens Präsident Assad einen israelischen Angriff öffentlich eingeräumt hatte. Das bedeutet vorerst zwei Dinge. Die IDF bestätigt einen Luftangriff und die israelischen Journalisten dürfen nun auch mitspekulieren. An der Iran-Front berichtet der Telegraph von Unternehmungen der Amerikaner im Arabischen Raum. Solche Berichte sind mit Vorsicht zu genießen. Medien wie der Telegraph nehmen jeden Besuch der Amerikaner bei Arabern und stricken daraus ein "jetzt steht der Angriff bevor", oder "jetzt kommen wir in die heisse Phase".

Boykott - New York - Boykott

Der Eindruck das die israelische Seite in den Verhandlungen in New York durch eine offensichtlich überforderte Aussenministerin Livni eine gewichtige Schlappe eingefahren hat wird stäker: Die Focusierung der Achse Rice-Livni auf die Partizipation arabischer Staaten bei der möglichen November-Konferenz diente vor Ort dem ramallahnischen Präsidenten Abbas sich der einhelligen Unterstützung für eine dynamischere Verhandlungsführung zu versichern. Vor New York galt die Regel "not keen on attending the conference because Israel has nothing to offer". Nun gilt die Regel "keen on attending the conference because Abbas has to offer". Nachdem Abbas diese Woche bereits den Terminplan der ihm vorschwebt den Israelis präsentierte werden vor den heutigen Verhandlungen die im israelischen Mitte-Rechts-Spektrum als aktzeptabel geltenden Vorstellungen zerfleddert: The Palestinians will only participate in the US-sponsored peace conference expected to be held next month if general agreement is first reached with Israel on all the fundamental issues, Palestinian Authority officials here said Monday. They said that in addition to Jerusalem, the borders of the future Palestinian state and the problem of the refugees, the PA was also seeking agreement on water, security and settlements. The officials also denied that the PA had agreed to discuss an exchange of land with Israel and limiting the number of refugees who would return to Israel proper. They said the PA's official position remained that Israel must withdraw from all the territories captured in 1967, including east Jerusalem, and that there would be no concessions on the "right of return." PA negotiator Saeb Erekat said he was unaware of any land swap agreement. He called on the media to refrain from publishing any unofficial documents or unauthorized statements. One official told The Jerusalem Post the Palestinians were convinced that a joint declaration of principles could be achieved before the conference. "We're not asking for a detailed agreement, but at least let's agree on the principles of the final settlement," the official said. "We have four to six weeks to strike a deal. Let's not waste time." According to another PA official, the Palestinians want the declaration of principles to include an Israeli commitment to withdraw to the pre-1967 borders. Dementsprechend konzeptlos und zurecht vor leeren Rängen äußert sich Livni noch in New York [Der Syrer zeigt ihr wie es richtig geht]. Ebenso schwächlich ist die Reaktion auf den Hamas-Ägypten-Deal, es sei denn meine Vermutung stimmt man habe anderes im Sinn.

Danny Rubinstein zeigt Schwachstellen auf. Avi Dichter fühlt sich bemüßigt die Regierung zu stützen. Grundsätzlich liegt aber das Problem wohl in der Masse an Baustellen, die sich die Olmert-Regierung seit der Machtübernahme der Hamas [die nicht verhindert wurde] aufgehalst hat. Nicht nur das plumpe Durchziehen von militärisch allemal sinnlosen Aktionen gegen den Gazastreifen oder Syrien, den nicht mehr qualifiziert vorgetragenen Drohungen gegen ein halbes dutzend weiterer Länder, oder gar die irre Meinung man könne dem Gazastreifen die Ressourcen entziehen und alle würden darüber jubeln. Vornehmlich der Kostenfaktor und die reale Situation der Streitkräfte kommt zum tragen. Das Anzetteln von Mehrfrontenkriegen ist sehr einfach. Das Gewinnen steht auf einem anderen Blatt. Derzeit stehen größere Militäraktionen gegen den Gazstreifen, Iran und Syrien zur Debatte, wobei auch der Südlibanon mitmischen wird und auch die Westbank kippen dürfte. Mit Kleingeld und Soldaten die gerade erst wieder lernen wie man Krieg zu führen hat ist so ein Szenario nicht durchhaltbar. Die heisse Luft der Olmert-Agenda ist für Israel unbezahlbar und langsam scheint dem schwachen Olmert die Puste auszugehen.

Ägypten vermeldet einen dem Kongress heute angemeldeten Deal für 139 RIM-116B Block 1A RAM, wohl mit IRDM-Mode. 125MillionenU$ wert. Findet sich auf deutschen Schiffen und wird in joint-venture auch in Baden-Württemberg hergestellt. Eine vorzügliche Offensivwaffe gegen Helikopter und Schiffe. Verschiedene warheads sind kompatibel, darunter die AIM-9 Sidewinder, die Ägypten schon länger geordert hat. Die regulären launcher sind 21-Batterien. Hätte Nasser die gehabt.... aber zum Glück ist ja Mubarak der Despot.

"Hayat Dandache" - Einstellung des Spendenaufrufs

Liebe Unterstützer und Unterstützerinnen unseres Spendenaufrufs,

leider müssen wir Ihnen mitteilen, dass Hayat Abdel Karim Dandache heute Nachmittag ihren Verletzungen im Krankenhaus in Beirut erlegen ist. Gestern war sie noch stabil, musste nicht mehr künstlich beatmet werden und alle waren guten Mutes, dass sie heute nach Deutschland verlegt werden kann. Doch dann hat sich ihr Zustand plötzlich im Laufe des heutigen Tages massiv verschlechtert – die Ärzte konnten nicht mehr helfen.

Wir sind zutiefst betroffen von diesem tragischen Tod. Wir können nur beten und Gott bitten, dass er bei der Familie, den Freunden und Bekannten ist und sie in ihrer Verzweiflung und Trauer begleitet und tröstet. Wir werden selbst versuchen, unser Mögliches dazu beizutragen, dass die Familie sich weiterhin begleitet fühlt. Gott ist unsere Zuversicht und Stärke, eine Hilfe in den großen Nöten, die uns getroffen haben. (Psalm 46,2)

Das Wort „Opfer“ hat ein Gesicht Sie ist ein Opfer des Bombenanschlags vom 19 .9. 07, eine Verletzte von 75 Verletzten. Wäre sie nicht Deutsche, hätte ich nicht von ihr erfahren. Sie ist schwer verletzt, so schwer, dass ich ihr Gesicht nicht wieder erkennen kann. Ich erinnere mich an sie, vor 3-4 Monaten war sie einmal in der Gemeinde gewesen, wir hatten uns lange unterhalten. Eine junge Frau, sie ist 26 Jahre alt. Nun liegt sie da, in der Intensivstation eines kleinen Krankenhauses. Sie wird beatmet, ihr Gesicht ist in Gaze gehüllt, nur die Augen und die Nase und der Mund schauen noch heraus. Irgendetwas an ihrer verhüllten Gestalt strahlt Lebenswillen aus. Ich spüre, dass sie kämpft, sie gibt nicht einfach auf. Ich stehe da mit ihrem Mann, ihn schüttelt die Verzweiflung. Seine Frau, am morgen war sie noch unversehrt aus dem Haus gegangen zur Arbeit. Er erzählt, es war der erste Tag nach zehn Tagen Arbeitspause, endlich hatte es wieder ein Projekt für sie gegeben. Sie war auf dem nach Hause Weg gewesen.

Am nächsten morgen ist sie wach. Ihre braunen Augen, suchen mühsam nach Kontakt. „Wo bin ich?“ scheinen sie mich zu fragen. „Was ist mit mir geschehen?“ Ich erkläre vorsichtig, was passiert ist.

Heute ist sie gestorben.

Für mich hat das Wort Opfer ein Gesicht bekommen. In Zukunft werden mich die Zahlen von noch mehr Opfern mit ihren Augen anschauen. Gott erbarme dich!

Rafah-Deal und andere updates

Die israelische Seite zeigt sich weiterhin erstaunt und ist offensichtlich nicht fähig einen Kommentar zur gestrigen Einreise von 85 Hamas-Mitgliedern abzugeben. Auf dem Papier ist die gestrige Aktion als Bruch von Absprachen mit Israel seitens der Ägypter zu sehen. Die top-Namen der Hamas die einreisen konnten: Faraj Al-Ghu [PLC-member Gaza City, ]. Mushir Al-Masri [Vorsitzender des PLC-Rechtsausschuß]. Sheikh Muhammad Najjar [Sprecher PLC-Hamas-Block]. Der ehemalige Hamas-Innenminister Talab Qawasmi und Abu Khalid Al-Hasanat [ich glaube gemeint ist Rafik al-Hasanat]. Keine kleine Liste. Das Schweigen ist möglicherweise ein Zeichen das man im Fall des entführten Soldaten Shalit voran kommt, aber das Gesicht wahren will. Die Meldung von Maan [Under the deal an Al-Qaeda leader hiding in Gaza, who was accused of being involved in attacks on tourists in the southern Egyptian city of Assiut, was handed over to the Egyptians.] ist ganz einfach schlichter Blödsinn. Wenn dann müste der Mann aus Assiut stammen und in die Sinai-bombings involviert gewesen sein.

A female IDF officer was lightly wounded when stones were thrown at the forces and a policeman who was hit in the ensuing fight collapsed. The policeman soon recovered and did not need to be evacuated as he received medical attention at the scene. The Civil Administration destroyed four illegal buildings in the area. Security forces were also set to evacuate two sites next to Kedumim and Givat Eitam. The Palestinian Authority will publicly call for the involvement of an international body to oversee the implementation of agreements with Israel on economic and political reforms in the PA, according to a senior Palestinian source. The PA is expected to ask for such involvement during the peace summit scheduled to take place in the United States in November. According to the same source, who is involved in the negotiations with Israel and asked for anonymity, Israel is expected to accept the participation of a "third party" in the region.
