IDF halts "capture" training in West Bank

Wie die Menschenrechtsorganisation Yesh Din über die Haaretz berichtet läßt Military Advocate General Brigadier General Avihai Mandelblit mitteilen das die IDF-Miliz eine durch die Yesh Din ermittelte Trainingspraxis einstellt. [Yesh Din Reveals IDF Reserve Brigade turned Palestinian villages to training facility ++++ Information which Yesh Din obtained from military reservists and residents of the village of Beit Lid shows that before sunrise on Wednesday, February 21 2007, a reservist IDF battalion raided the villages of Beit Lid and Safarin, and over the course of three hours, performed a street warfare drill among the houses of the villages. Furthermore, information obtained by Yesh Din tells that a similar drill was carried out at least one time in previous weeks and that another battalion is expected to carry out the drill in the coming weeks. In Yesh Din's appeal to the Military Advocate General, Adv. Michael Sfard indicates that the information the organization holds raises strong suspicion that the drills that were carried out in the Palestinian villages infringe upon a number of provisions of military justice law and contradict provisions of international law which obligate the military commander to protect the safety and well-being of civilians in an occupied territory. Yesh Din demands an investigation into the matter. In a testimony recorded by Yesh Din, a soldier said: "and suddenly you're in the middle of a village shouting "fire fire fire." It looked so crazy, and I think the residents there got a heart attack. There were residents who went to pray at those hours. Qassam kills 2 children in Lahia

Zwei Kinder im Alter von 6 und 8 Jahren wurden heute in Beit Lahia unter nicht geklärten Umständen durch eine Qassam-Rakete getötet. Derzeit kursieren zwei verschiedene Möglichkeiten: Entweder handelt es sich um eine fehlgelandete Rakete, die beim Aufschlag explodierte. Logischer wird der Vorfall sollte es sich um einen Blindgänger gehandelt haben, den spielende Kinder fanden und der durch diese zur Explosion [Erschütterung] gebracht wurde. Zur täterschaft gibt es noch keine Angaben. Da die Masse der Qassam-Raketenabschüsse auf den Islamic Jihad zurück geht darf man davon ausgehen, das eine seiner Gruppen Verantwortung trägt.

Die historische Evakuierung radikaler Siedler von einem Markt in Hebron ist beendet: 11 Polizisten und 4 Siedler verwundet, etwa 200 Personen wurden vom Platz entfernt. ++++ DEr im letzten post erwähnte "neue Plan" von Ehud Olmert ist doch keiner, oder vielleicht, oder: "Prime Minister Ehud Olmert's office denied Tuesday a Haaretz report that Olmert is examining a new framework for peace, in which Israel will propose transferring to the Palestinian state areas equivalent to 100 percent of the territories conquered in 1967. Police begins evacuation of Hebron market

Security forces on Tuesday morning began evacuating protestors and residents from the wholesale market in the West Bank city of Hebron. Police have entered two of the three apartments in the market slated for evacuation and are currently removing people from the site. Hundreds of right-wing activists have barricaded themselves in the three apartments and have encircled the market with barbed wire, oil drums, and burning tires. Protestors have also locked and welded shut the doors to the apartments, which house the Yahalom and Bar-Kochba families. Dozens of teenagers, some of them wearing masks, have taken to the roofs of the market, where they reportedly have been throwing rocks, eggs, and light bulbs at security forces.

Und der "Transfer" feiert fröhliche Urstände und will sich als "Peres" verkaufen: Prime Minister Ehud Olmert is examining a new framework for peace in which Israel will propose transferring to the Palestinian state areas equivalent to 100 percent of the territories conquered in 1967. Israel will suggest to the Palestinians to conduct negotiations for adequate territorial compensation from Israel's sovereign territory, in exchange for settlement blocs amounting to about 5 percent of the West Bank's area. Israel is also examining various options of exchanging settlement blocs with Arab community blocs within Israel, in agreement with the residents. An agreement on this issue would enable Yisrael Beiteinu, headed by Avigdor Lieberman, to remain in the coalition. The new framework was presented to Olmert by President Shimon Peres, a few days after he entered the President's Residence. It includes a timetable for negotiations for the final status agreement and implementing it, similar to the framework of the Peres-Abu Ala agreement reached at the end of 2001. [???]

Peres-Abu Ala agreement: The so-called "Peres - Abu Ala Plan" is reportedly based on four stages: 1Cease-fire and collection of illegal weapons by the PA. 2Recognition by Israel of a Palestinian state and renewed Palestinian recognition of Israel. 3Establishment of a Palestinian state on Areas A and B (42% of the West Bank and Gaza). 4Final status negotiations, including Jerusalem, settlements, and refugee issues, over the course of a year.

"The whole basis of the plan is worthless," MK Haim Ramon said. "Abu Ala doesn't have influence on Hamas. He doesn't even influence the Tanzim. The PA is neither willing, nor able, to end terror."

Shin Beth VIP-security-service works!

Großartige Fortschritte zeigte heute ein erfolgreicher Test einer Modifikation des israelischen Exportschlagers "Shin Beth VIP-security" in Jericho. Es wird gemunkelt das internationale Größen das Paket nun erwerben möchten. Testsieger war das Modell "Olmert besucht Abbas in Jericho", wobei selbstverständlich zwei Doppelgänger die Rollen spielten. [Deswegen sind auch keine poltischen Ergebnisse bei dem Treffen zu erkennen.] Angedacht sind nun Besuche von Putin in Tschetschenien und George Bush in Mekka.

Possenspiel in Hebron

Nahe des "Avraham Avinu complex" [Unser Vater Abraham] in Hebron befindet sich ein Marktplatz auf dem Geschichte geschrieben wird. Eigentlich war die Angelegenheit bereits bereinigt: 8 jüdische Familien die in von ihren palästinensischen Besitzern nicht genutzten Läden am Marktplatz lebten und die ihre Anwesenheit mit der jüdischen Präsenz vor 1929 begründeten [bei den Ultra-Extremisten wie "Woman in Green" gilt die Logik des "jüdischen Fußabdrucks" = Überall wo einer sei ist Israel und eine jüdische Besiedlung notwendig] verließen trotz massiver Protestaktionen hunderter Aktivisten friedlich auf Anweisung des Staates die Häuser. Überraschend für alle kehrten jedoch zwei Familien zurück, darunter die Enkelin Moshe Zars, Freund der Familie Sharon und Pionier der ersten Stunde in der Westbank, Teilnehmer an der Qibya-Operation des Commandos 101, Gush Emunim und Hebron-Finazier und Bruder des von palästinensischen Terroristen getöteten Gilad Zar, langjähriger Sicherheitschef des Samaria Regional Council und Mitbegründer der Itamar-Siedlung, verwickelt in den Terroranschlag gegen den damaligen Nablus-Bürgermeister Bassam Shaka als Fluchtwagenfahrer. Die selbst illegale Itamar-Siedlung bei Nablus, 1984 gegründet darf als Basislager für die Strategie der "Fußabrucks"-Logik bezeichnet werden. Von dort werden der Aufbau und der Unterhalt "illegaler outposts" organisiert, dort ist das Herz der verbotenen Kach-Bewegung, dort wohnt das ideologische Grauen. Shlomit Bar-Kochba, geborene Zar kann einem Leid tun. Die zweite Familie, Yahalom ist ebenso bereits seit den 50ern dem establishment von Gush Emunim zuzurechnen.
Nun hat mit Ultimatum 27.07.07 die "Civil Administration" die Familien aufgefordert den Platz zu verlassen. Sie blieben und so wird der israelische Steuerzahler der nicht nur das Leben der Leute dort finanziert, der nicht nur solche Gruppen und ihre Bewaffnung finanziert Zeuge eines besonderen Spektakels: Kinderreiche Familien sollen durch eine Mischung aus hunderten palästinensischen Polizisten und Kräften der Israeli border police evakuiert werden während 3000 IDF-Milizionäre die Aussensicherung gegen mögliche Siedler-Aktionen und Terroranschläge übernehmen.
Um dem ganzen die Krone aufzusetzen kommt es innerhalb der IDF-Miliz zu Desertationen. Beauftragten Milizionären wurde "schlecht", sie ließen sich krank schreiben. Andere verweigerten offen die Teilnhame. Weitere Dutzende "Haredi"-soldiers kündigten darauf hin an ebenso wenig an der Aktion teil nehmen zu wollen. Daneben kam es zu einer Demonstration von Eltern von Soldaten des Nahal Haredi Battalion und eine Psychologin-Mama befürchtete extreme Schädigungen der Psyche ihres Sohnes: "He enlisted in the army to fight the enemy - Jews are not the enemy.", was im Kontext der heutigen Entlassung eines Infantrie-Offiziers dessen Truppen in Beit Hanoun ein 14-jähriges Mädchen als human shield mißbrauchte mehr als albern zu bezeichnen ist.

Und die dolle Olmert-Regierung, die ja nun mal auch einige Zeit schon in Amt und Würden ist? Was hat sie gegen die Separation der Siedlerbewegung von Eretz Israel getan? Nichts. Die Aktion gegen zwei Familien in Hebron wird als "erste Konfrontation" der Regierung mit der Siedlerbewegung in den Medien verkauft. [Es ist die erste Aktion nach 18 Monaten.] Amos Harel, Haaretz: The state actually has an interest in a violent confrontation, which would show the U.S. administration that the Olmert-Barak government, in contrast to that of Olmert-Peretz, is not afraid of the settlers and is taking steps to enforce the law in the territories.
This will be Defense Minister Ehud Barak's first test in his current post vis-a-vis the settlers, with the exception of the IDF's resounding failure at Homesh, where for weeks settler youth have continued to visit the remains of the outpost at their will. Aber auch die Siedlerbewegung profitiert von der Aktion: Zwei Jahre nach dem Gaza-Abzug setzt sie ein Zeichen des stabilen Widerstandes und derzeit ist nicht abzusehen ob sie nicht erfolgreicher Land verteidigen wird. Die eigentliche politische Schlüsselsequenz des Gaza-Abzugs, der aus israelischem Staatsinteresse mehrere Fliegen mit einer Klappe schlug, der dem Staat horrende Schutzmaßnahmen ersparte, der dem Staat die Möglichkeit auf die völkerrechtliche Legalisierung der Siedlungsblocks in der Westbank gab, die eigentliche Sequenz das der Zionismus mit der Aktion von seinen Großisraelträumen enttraumatisiert wird ist fehlgeschlagen. Der Zionismus lebt und agiert. Die Olmert-Regierung reagiert auf niedrigstem Niveau und ob Barak der große Heilsbringer sein wird darf stark bezweifelt werden. .... Während dessen wird berichtet das am Sonntag Abend einige Dutzend Siedler palästinensisches Land in der Nähe Bethlehems "erobert" haben und ein Zeltdorf errichteten.

Fayyad: West Bank out of control

The Palestinian Authority's security organizations are unable to assume security control of cities in the West Bank, Prime Minister Salam Fayad told senior Israeli officials during recent meetings. Fayad told Israeli officials that the PA's security forces are unable "to impose law and order in the West Bank at this time."

Itani gewählt - Auon claims win

Nach einem sehr friedlichen Wahltag hat sich in Beirut der regierungsnahe Kandidat Mohammas Amin Itani nach noch inoffiziellen Angaben mit größerer Mehrheit den Parlamentssitz des getöteten Walid Eido gesichtert. Um den zweiten vakanten Sitz zeichnet sich ein Kopf-an-Kopf-Rennen zwischen dem pro-Westler Amin Gemayel und Camille Khoury von der maronitischen Aoun-Opposition ab. Sollte Khoury gewinnen würde dies einen schweren Schlag für die Siniora-Regierung bedeuten [The election is not only seen as a key test of support for the government among the Christian community, but also as a yardstick for the upcoming elections, beginning in September, to replace President Emile Lahoud - a Christian whose term was extended in 2004 at the behest of Damascus, observers say.] Offizielles Ergebnis wird nicht vor Morgen erwartet.

Vor dem morgigen Treffen mit PM Olmert gießt Sonnenkönig Abbas neue Gerüchte bezüglich des amnesty-deals mit den Israelis in die Welt: Mehr als 300 Al-Aqsa-Brigadiers hätten nicht nur die Erklärung unterschrieben, sondern auch ihre Waffen abgegeben. Desweiteren will Abbas die Verhaftung von 400 Hamas-Aktivisten als Beweis seiner Erfolge im Kampf gegen den Terror in die Wagschale werfen. Während dessen rief das "Higher Arab Monitoring Committee", ein Verbund der israelischen Araber Abbas auf wieder in Kontakt zu der Hamas zu treten, was dieser unter bekannten Floskeln ablehnte. Die Hamas müsse zuerst sich entschuldigen [mit einem Strauß Blumen an die Gattin von Abbas, versteht sich] und den vormaligen Status Quo wieder herstenn. Die Hamas lehnt die Wiederbestückung fatahistischer Folterkeller, Entführungsgruppen, Korruptionshorden und Todesschwadronen ab. Ebenso wenig wird der Hamas gefallen das Abbas am Sonntag per Dekret fatahistische Kämpfer der Juni-Unruhen zu gerechten Märtyrern erklärte. Neben 83 Gefallenen sollen auch lebende Personen glorifiziert worden sein. Damit hat Abbas nicht nur die politische Verantwortung für die Unruhen vermasselt, sondern tanzt wahlkampftechnisch auch noch auf deren Gräbern. So ein Popanz scheint in Mode zu kommen: Polizeichef al-Jayossi zelebrierte in Jenin auf dem "Marktplatz" ein happening der besonderen Art. 15 "illegale" [gott sei Dank nicht Ausländer] Autos wurden unter dem Banner "Against what is Against the Law" konfisziert, auf den Marktplatz geschleppt und öffentlich gesteinigt, mit Eisenstangen malträtiert und vollständig der Zerstörung preis gegeben. Auch ein paar Motorräder mußten bei dieser Orgie ihr Leben lassen. Es ist allerdings nur ein Gerücht, das Finanzminister Fayyad nun denkt die Geschichte als Touristenattraktion jede Woche statt finden zu lassen. Besser gefällt ihm die Idee aus Nablus erst mal nach Studentenunruhen Gras über das Fehlverhalten seiner Prügelbande wachsen zu lassen und dann drei Hamasniks des Islamic Bloc von der Uni An Najah fest setzen zu lassen. Bei so viel Böldsinn kann die IDF-Miliz nicht zurück stehen: Sie dokumentierte ihren Willen die politischen Forderungen nach mehr Bewegungsfreiheit für die Palästinenser in die Tat umzusetzen und baute einen neuen Checkpoint bei der Baqa al-Sharqyia Illar junction in Tulkarem. Verschiedne leichte Zwischenfälle ohne Verletzte beglückten den palästinensischen Sonntag, darunter ein fehlgeschlagener Mordversuch auf ein DFLP-Mitglied durch die IDF-Miliz.

Die Darstellung der IDF-Miliz man habe einen [massiven] Terror-Anschlag verhindert ist nicht nachprüfbar.

Zur Vorbereitung der nach unbestätigten Medienberichten auf den November terminierten "Friedenskonferenz", die in Washington statt finden soll treffen in Jericho Morgen Abbas und Olmert aufeinander. Neben den Inhalten eines "agreement of principles" sollen konkrete Schritte verhandelt werden: "Olmert is not expected to agree to transfer responsibility for security in several West Bank towns to the Palestinians, and reportedly is seeking to wait until Abbas' security forces are stronger. The two leaders also are expected to discuss security cooperation in the West Bank, as well as the removal of roadblocks and broadening of the immunity of Fatah operatives from arrest. Unklar sind die angedachten Abläufe der weiteren Schritte. Die palästinensische Seite besteht auf eine zügige Verabschiedung eines Rahmenabkommens, das die Lösung der "core issues" als Absichtserklärung beinhaltet. Nach Abschluß des Abkommens will Abbas Neuwahlen ausrufen und es als Wahlkampfplatform verwenden. Diese Strategie ist äußerst logisch, da der Neuwahltermin somit frühestens Dezember zu erwarten wäre, Abbas die Friedenskonferenz im November als Wahlkampfveranstaltung nutzen kann. Dagegen spricht die Uneinigkeit der israelischen Regierung ob man ohne Zeitdruck [November] über kleinere Maßnahmen hinaus gehen soll. Die schnell umgesetzten Punkte "talk to moderates", Treffen der politischen Spitzen, bisher kosmetische Verbesserungen in der Westbank kollidieren mit angedachten Schritten wie Haim Ramons "partial convergence plan", der einen gewissen Rückzug der Israelis aus der Westbank beinhaltet. Es wird allgemein damit gerechnet das die Olmert-Regierung bis in die letzten Tage und Stunden vor der Friedenskonferenz weiter nur Kosmetik betreibt und versuchen wird die eigentlich selbstverständlichen Schritte wie die Verbesserung der wirtschaftlichen Lage in der Westbank als "Entgegenkommen" auf die bargain list zu setzen. Ankündigungen der Palästinenser wie die von advisor Nabil Amr, man wolle über den Schutzwall [der eine unverhandelte feste Grenze darstellen soll] reden sind extrem unbequem für die Israelis, da es ausschließlich verschiedene Denkmodelle bei ihnen gibt die nicht mit Mandat ausgestattet sind. Als Schatten sitzt hier die Siedlerbewegung und die extreme Rechte am Verhandlungstisch. Diese verhalten sich sehr ruhig, da sie wissen das Forderungen wie der Abbau von "illegalen outposts", oder gar umfängliche Rückzüge von der israelischen Seite nicht angeboten werden. Wie wenig sich die reale Politik verändert hat zeigt dieses Beispiel. Zusätzlich weist Dr. Mustafa Barghouti, der mittlerweile in die Rolle eines inoffiziellen palästinensischen comptrollers geschlüpft ist auf die dramatische Entwicklung des Wasserdiebstahls in der Westbank hin: Barghouti stated that from an annual total of 936 million cubic meters of drinking water available in the West Bank, Israel is confiscating as much as 800 million, concluding: "The maximum that is allowed for use annually by the Palestinian inhabitants is restricted to 50 cubic metres of water, while Israeli inhabitants use 2400 cubic metres annually."

Top-News: Secret talks aimed at solving internal Palestinian instability are being held between Hamas and Fatah officials, Ma'an reported on Friday. According to the Palestinian news agency, the aim of the negotiations was to reestablish the Palestinian Authority unity government which crumbled several weeks ago. Former Palestinian Authority government spokesman Ghazi Hamad (Hamas) and former Fatah security commander Jibril Rajoub, along with other representatives sent by PA Chairman Mahmoud Abbas, were said to have held talks over the last few days. Members of other Palestinian factions were reported to be mediating between Fatah and Hamas at the meetings. Among the mediators were independent legislator Mustafa Barghouti, Basam a-Salahi from the a-Sha'ab Party (the Nation) and Abed a-Rahim from the Popular Front for the Liberation of Palestine. The talks were centered around creating a new unified government composed solely of independent candidates. Its term will last for nine and a half months, Ma'an reported. Furthermore, the parties had discussed the restructuring of the Palestinian defense mechanisms and the return of control of these groups to Abbas, the report said.

IDF killes Islamic Jihad West Bank Commander

AP: "Israelische Soldaten haben am frühen Freitagmorgen (Ortszeit) in Nablus im Westjordanland einen Führer des Islamischen Dschihads erschossen. Nach palästinensischen Angaben fuhren die Soldaten mit einem Zivilfahrzeug in die Altstadt von Nablus und töteten den örtlichen [Westbank] Dschihad-Kommandeur Read Abu Ads. Die israelischen Streitkräfte erklärten, Soldaten hätten das Haus des 34-Jährigen umstellt und ihn aufgefordert, sich zu ergeben. Amnesty deal between Fatah, Israel falls through

Nach Berichten des arabischen TV-Senders al-Arabiya kündigte die israelische Seite das "Amnesty-Abkommen", nachdem an die Hälfte [40%] der Personen auf der Liste den Forderungen nicht nachgekommen seien Verzichtserklärungen [Terror] zu unterschrieben, Waffen abzugeben und sich unter Hausarrest stellen zu lassen. Sollte die Meldung zutreffen darf man getrost annehmen das die israelische PR-Abteilung sich den deal exakt so zusammen gestrickt hat. Das alle auf der Liste in 2 Wochen einwilligen war nicht zu erwarten. [in einem ersten "statement" verhaftete die IDF-Miliz in der Westbank 24 Palästinenser, was einer Verdopplung der Aktivitäten während der letzten Woche gleich kommt. In den ersten Tagen nach dem vermeldeten Verhaftungsstopp wurden diese ausgesetzt.]

Während des Besuches von Aussenministerin Rice in Ramallah erhält der von seinem erfolglosen Besuch in Moskau zurück gekehrte Sonnenkönig Abbas 80 Millionen US$ für den Aufbau einer Sicherheitsorganisation von den Vereinigten Staaten. Ob diese Summe erneut ein fake ist und bereits im Haushalt der US-Regierung verbucht ist, oder ob es sich um eine zusätzliche Summe handelt ist unklar. Nach einigen Irritationen über "Verhandlungspunkte", die von Seiten der Israelis lanciert wurden um der saudischen Friedensinitiative das Wasser abzugraben tendiert nun Abbas auch für eine Schrittlösung. Zuerst sollen kleine Schritte in Vertrauen münden und bis zur "Ultimativen Nahostfriedenskonferenz" [sponsored by McDonalds und Lockheed Martin], über deren Termin und Ort keinerlei Klarheit herrscht eine "declaration of principles" verhandelt werden, die alle key issues ausläßt. [1. Anmerkung: Rice verquatschte sich mal wieder und behauptete Olmerrt wolle doch über key issues reden. 2. Anmerkung: Grundsätzlich Verbesserungen wie aktive Zusammenarbeit in sicherheitsfragen, oder die heute angekündigte schnellere Beantwortung von Reise-permits durch Palästinenser sind lobenswert.]

Fazit: Damit ist der Besuch von Rice bei der Arabischen Liga vollständig ins symbolische abgedriftet. Sie wurde ihre "Absicht moderate" Staaten aufzurüsten los und entschwand wieder. Sie gab jedem irgendwie Recht und von einer "langfristigen Strategie" oder einem "Strategiewechsel der US" ist nichts erkennbar. Das einzige was bleibt ist ihre Aussage das die Saudis ihre neuen Waffen in den nächsten 10 Jahren brauchen werden, was verdeutlicht das die Republikaner jetzt schon neue Waffengänge im NO planen und damit rechnen das die Amtszeit eines demokratischen Präsidenten nur eine bleibt.

Schwerer Ausbruch von fraktionellen Kämpfen im Gazastreifen: Zwei Palästinenser werden bei Schießereien zwischen der Hamas und dem Islamic Jihad getötet. Nach besänftigenden Worten vor dem letzten Wochenende ist der Vorfall ein Indiz das die beiden konkurrierenden islamistischen Parteien grundsätzlich unterschiedliche Interessen haben. Während die Hamas den Kampf gegen den Islamic Jihad unter der Rubrik Chaosbeseitigung und Anti-Kriminalitätsaktion verbucht besteht der Islamic Jihad weiterhin auf seiner Rolle als maßgeblicher Qassam-Abfeuerer [in der NAcht 4 Stück auf israelisches Territorium] und Träger des palästinensischen militanten Widerstandes. Der Tendenz in der Hamas sich politisch gesellschaftsfähig zu machen kommen die Aktionen des Jihad nicht zu Gute. Auch sind sie nicht abgesprochen. Die Hamas befürchtet ebenso israelische Militäroffensiven, die sie massiv unter Druck setzen könnten. Daneben hat der prominente Fatahist Nabil Shaat, der auf Sondierungsbesuch in Indonesien weilt recht drastisch die israelische Seite attackiert: "grave situation of the Palestinians, particularly in Gaza as a result of the Israeli siege and a result of pushing the people toward starvation." Auch äußerte Shaat der indonesische Präsident Yudhoyono "expressed his full support for Palestinian unity and the nation's struggle to end Israeli occupation.", wobei die Klausel "ziviler Widerstand" nicht erwähnt wurde. Recht unverständlich ist dagegen die Erklärung von Ismail Haniyeh bezüglich erhaltener Löhne durch die Fayyad-Regierung. Er würde sie zurück geben, wobei mir wirklich nicht klar ist ob das sein kann das Fayyad Haniyeh noch auf der Lohnliste stehen hat.

Die bereits besiegte Fatah-al-Islam ist doch nicht besiegt: Al Qaeda-inspired militants battling the Lebanese army for more than 10 weeks hit a main power station in north Lebanon with Katyusha rockets on Thursday, disrupting electricity supplies to wide areas. Back to a corrupt occupation von Amira Hass

In one of the alarming news items of the past week, it was reported that Israel has green-lighted the transfer of 1,000 rifles from Jordan to the security forces loyal to Palestinian Authority Chairman Mahmoud Abbas. This is not the first time Israel has permitted the transfer of weapons and security equipment to Abbas' forces. The alarming thing about this report is that Abbas and his circles continue to cling to the illusion that the failure in the Gaza Strip was purely military. Equally alarming is Fatah's determination to do what Israel and the United States expect (and which it failed to do in Gaza): Fight Hamas. And there have been several other disturbing news items in recent days: Once again Israeli representatives are permitted to talk with official Palestinian representatives abroad; Prime Minister Ehud Olmert and Abbas will meet again in the near future, this time in Jericho; civil coordination between Israel and the PA has been renewed; and at the Muqata in Ramallah a new American-Palestinian business project has been launched after President George W. Bush approved a loan of $228 million for small and medium-sized Palestinian businesses to improve the Palestinians' living standard. "The United States is committed to strengthening the Palestinian economy ... as an important step toward a peaceful and independent Palestinian state," declared the official July 27 State Department announcement.

Why are these news items worrying? Because they show that things have gone back to the way they were - that is, to the style of "managing the occupation" that reigned between 1994 and 2001, into which the Fatah movement integrated well. Now, as then, there is a Palestinian government (the legality of which is temporary and shaky) acceptable to Israel and the West; talks are supposedly taking place; the occupation continues; and the Palestinians are quarreling. Didn't this all lead to the second uprising? It is not a Fatah man who heads the Palestinian government in Ramallah, but the spirit of Fatah as a ruling movement that continues to prevail - and with it, what made large portions of the public fed up with the movement. For example, Yasser Arafat unnecessarily inflated his security forces with people from poor families and from refugee families, with the aim of creating a large group of loyalists under his aegis in return for a meager but vital wage. Arafat hoped this would perpetuate their political support for his movement with no connection to his political impotence vis-a-vis the Israeli colonization and the policy of closure and separation.

The failure of this tactic became clear in the 2006 elections. The American and Israeli reliance on "bolstering Abbas' security mechanisms" shows that Arafat's logic is continuing to guide the three leaders who see the Palestinian people as the object of all kinds of "gestures" - even in the form of salaries for superfluous security people. It is as though life under the Israeli occupation is not the main reason for the Palestinians' distress but rather "poverty" that appears to have materialized out of the blue. Under the auspices of what is called "the peace process" between 1994 and 2001, and under the mantra of "strengthening the Palestinian economy will advance peace," many of the senior Fatah people and their circles hastened to make their personal fortunes. This might have been legitimate, of course, had the economic situation of a considerable part of the inhabitants of the occupied territories not become worse because of the Israeli restrictions on movement and had it not been a matter of money found for them in the coffers of Arafat and the Palestine Liberation Organization, or in shadier ways. All too often there was a direct correlation between the newly rich Palestinian's ties to members of a Palestinian security force and the latter's ties to the Israeli Shin Bet security service or senior people in Israel. Closeness of this kind (to senior Fatah members and the Shin Bet) provided movement permits, ensured "family reunification," and so on. These and other kinds of occupation-dependent protectionism led the Palestinians to make a connection between "the peace process" and corruption. The failures of 2006 and 2007 have not produced any proof, yet, that Fatah has learned the lesson. It has not distanced itself from protectionism and the system by which those close to the right people have convenient opportunities to get richer - in a sea of impoverishment.

An-Nassra Clashes

Sixteen Bedouin, including two pregnant women, were injured Wednesday in clashes with police over the demolition of two homes in the unrecognized village of Al-Nassra in the Negev. On Wednesday morning, Interior Ministry officials entered the village under police escort with a warrant to demolish two houses that were still under construction. The residents of the homes say they have long been seeking to have them included in the recognized Bedouin village of Kuseifa, which is only a few hundred meters away. According to the Bedouin, children began to throw rocks during the demolition. Parents who came to stop the children suddenly found themselves being attacked by police. According to the police, the clashes began after dozens of Bedouin began throwing rocks at police, lightly injuring two policemen. Two weeks ago, Interior Minister Meir Sheetrit and former interior minister Ze'ev Boim relayed a request to Attorney General Menachem Mazuz, asking him to freeze any plans to demolish Bedouin homes in the Negev for one year, so that a public committee could discuss the issue. Mazuz has yet to respond.

Prime Minister Ehud Olmert told U.S. Secretary of State Condoleezza Rice on Wednesday that Israel was ready to hand over some security control in the West Bank to Palestinian Authority Chairman Mahmoud Abbas' forces, an Israeli government spokesman said. In their first meeting since Hamas seized control of the Gaza Strip, Olmert told Rice, however, that Israel must first receive "proper security guarantees." The prime minister added that Hamas had to be "kept out of the game" as Israel explores new cooperation with the Palestinians. Siniora clarifies his remarks on Palestinians: Sources close to Premier Fouad Siniora dismissed Wednesday media reports that Siniora was worried about the presence of large numbers of Palestinian refugees in Lebanon. "The prime minister's stands were misinterpreted. He did not express any animosity against the Palestinian people, he just refused categorically their settlement in Lebanon," the sources said. "The prime minister has long contended that the permanent settlement of Palestinians in Lebanon cannot be tolerated because of Lebanon's demographic makeup and constitutional provisions. The Israeli newspaper Haaretz said Tuesday that Siniora, whom it described as "very dear to the US administration," had informed a group of retired US diplomats who visited the region last week that "he is much worried about the 500,000 Palestinians hosted by Lebanon and who are treated in the best cases as third-class citizens." Während sich das saudische Königshaus grundsätzlich bereit zeigt an Gesprächen über die Lage in Palästina unter US-Einladung in einem Herbst der nächsten Jahre Teil zu nehmen erläutert die IDF-Miliz aktiv was sie von Gesprächen hält: Militäroperation in Beit Lahia, bislang 2 Tote gegnerische Milizionäre, drei Verletzte.

Etwas sehr überschwänglich wird die dplomatisch ausgefeilte Redewendung der Saudis gefeiert: "When we get an invitation from the minister [U.S. Secretary of State Condoleezza Rice] to attend, when this takes place, we will study it and we will be keen to attend," Saudi Foreign Minister Saud al-Faisal said at a press conference with Rice and Defense Secretary Robert Gates. "We are interested in the peace conference, one that deals with the heart of the peace process, the issues of peace, the core issues, not one that is just a podium for meetings and talk that do not enrich peace," he said. Saudi Arabia has no diplomatic relations with Israel, and a conference attended by both countries would be hailed as a diplomatic breakthrough. Einerseits richtig: Diplomatischer Durchbruch. Andererseits nach der Unterzeichnung eines joint-statements das die saudische Friedensinitiative als Basis für die Verhandlungen legt ist Rice ohne wirkliche Not strategisch gescheitert. Noch im März 2007 als die Idee einer großen Konferenz durch UN-Generalsekretär Ban angestossen wurde tendierten die Saudis "open to additions" zu sein, womit die uA Behandlung der besetzten Territorien gemeint war. Diese Chance wurde vertan. Die israelische Seite beantwortete die Frage bereits: Olmert's office said that the regional meeting would also be able to grant an umbrella to the bilateral talks between Israel and the Palestinians. Damit ist klar das die Schnelligkeit der Verhandlungen Olmert-Abbas dynamische Entwicklungen hervorrufen werden, damit beide dem drohenden Einfluß anderer reginoler Mächte entkommen können. Israel befürchtet zu hohen Druck seitens des Quartetts in Sachen Siedlungen. Die schnelllebigen "Angebote" sich auf x% der Westbank zurückziehen zu wollen werden als bereits implantierter fester Schritt in Absicht vorgetragen. Man möchte so beweisen, das eine weiter gehende Forderung "unnötig" ist und die Kontrahenten bilateral erfolgreich verhandeln können. Abbas und Fayyad hingegen müssen die Forderung nach einem Ende der Isolation der Hamas befürchten. Dies können sie nur mit schnellen Fortschritten in der Westbank aufgrund bilateraler Verhandlungserfolge logisch begründen. Das Bild vom Sonnenstaat Ramallah und vom Pluto-Staat Gaza soll so perfekt wie möglich werden. Ein weiteres Problem für alle ist die vom palästinensischen Volk verlangte Neuwahl. Technisch gesehen hätte sie längst ausgerufen werden müssen, also würde sie noch im Herbst statt finden. Selbst wenn dabei die radikalen Islamisten nur 20% der Wählerstimmen vereinnahmen könnten wären viele der bilateralen Vereinbarungen Makulatur. Deswegen wird erst mal nicht gewählt.

Das Herunter Spielen des Vorschlags von Ban im März 2007 und seine Renaissance als "amerikanische Idee" im Juli 2007 aufgrund der Machtübernahme der Hamas im Gazastreifen ist eine Rechnung ohne den Faktor Hamas. Allein eine Zone in der die Hamas nicht an der Regierung beteiligt ist als Auslöser für Frieden zu betrachten ist das alte Prinzip der Bush-Administration: "Saddam weg - alles wird gut". Dabei sollte man nochmals die tatsächlich historisch-positive Dimension erwähnen: Israel an einem Tisch mit einem Dutzend Arab-Staaten, EU-Vertretern, UN-Vertretern, Russen und Amerikanern... aber wer glaubt schon an Märchen?

Justice Minister Daniel Friedmann and Chief Rabbi Shlomo Amar have agreed on proposed legislation permitting non-Jewish citizens to marry in civil ceremonies, but may legalize the formation of a database of people the rabbinate suspects are barred from marrying under Jewish law. ... The draft prepared by the Justice Ministry and rabbinate, and approved by Friedmann and Amar, contains a clause which proposes "for reasons of efficiency, to legalize the preservation of information gathered at the rabbinical court regarding the non-Jewishness of a religionless person, and information regarding a person's eligibility for marrying in accordance with Jewish law, in a database."

Desweiteren: On the first day of her Middle East tour, U.S. Secretary of State Condoleezza Rice on Tuesday signed a joint statement with Egypt, Jordan and six Persian Gulf states, endorsing the 2002 Arab peace initiative as one of the foundations for Middle East peace. Und im Wahlkampf spricht sich der erste demokratische Bewerber gegen den Saudi-Waffendeal aus: John Edwards said the Bush administration's plan to sell $20 billion worth of weapons to friendly Arab states amounted to a foreign policy of convenience and he will take a tougher stance with Saudi Arabia if elected president.
